DESCRIPTION:Sandstorm in Kidal\, Mali \nPhoto:©UN Photo/Blagoje Grujic\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nSome of the most intimidating sights in nature are rolling dark clouds of sand and dust that engulf everything in their path\, a phenomenon that turns day into night and wreaks havoc everywhere from Northern China to sub-Saharan Africa. \nSand and dust storms and the Sustainable Development Goals (SDGs)\nSand and dust storms (SDS) present a formidable and wide-spread challenge to achieving sustainable development in its economic\, social and environmental dimensions. They have become a serious global concern in recent decades due to their significant impacts on the environment\, health\, agriculture\, livelihoods\, and socio-economic well-being. Sand and dust storms are an essential element of the Earth’s natural bio-chemical cycles\, but are also caused in part by human-induced drivers\, including climate change\, and unsustainable land management and water use. In turn\, sand and dust storms contribute to climate change and air pollution. Sand and dust storms’ impacts are felt in all regions of the world\, both in developed and developing countries\, and pose severe challenges to achieving 11 of the 17 Sustainable Development Goals\, especially: \n\nSDG-2 — Goal 2: Zero hunger\nSDG-3 — Goal 3: Health\nSDG-6 — Goal 6: Water and sanitation\nSDG-8 — Goal 8: Economic growth\nSDG-11 — Goal 11: Cities\nSDG-13 — Goal 13: Climate action\, and\nSDG-15 — Goal 15: Biodiversity forests and desertification.\n\nAt least 25 per cent of global dust emissions originate from human activities\, and in some areas\, desert dust has doubled in the 20th century. The impact of this phenomena is difficult to control\, as human activity in one part of the world can cause sand and dust storms in another region. However\, just as sand and dust storms are caused by human activities\, these storms can also be reduced through human actions. \nUnited Nations action\nRecognizing that sand and dust storms and their negative impacts at different scales are issues of international concern\, the United Nations General Assembly proclaimed 12 July as the International Day of Combating Sand and Dust Storms (A/RES/77/294). \nThe United Nations General Assembly\, furthermore\, stressed the need for cooperation at the global and regional levels\, with a view to preventing\, managing and mitigating the effects of sand and dust storms through the enhancement of early warning systems and the sharing of climate and weather information to forecast sand and dust storms. The General Assembly affirmed that resilient action to combat and reduce sand and dust storms requires a better understanding of the severe multidimensional impacts of sand and dust storms\, including the deterioration of the health\, well-being and livelihood of people\, increased desertification and land degradation\, deforestation\, loss of biodiversity and land productivity\, threatening food security\, and their impact on sustainable economic growth. \n\nUnited Nations Coalition on Combating Sand and Dust Storms (UNCCD)\n \nIn response to several recent General Assembly resolutions on Combating sand and dust storms\, United Nations Convention to Combat Desertification (UNCCD) Parties officially launched the UN Coalition on Combating Sand and Dust Storms\, committing the UN System to a proactive approach to combat Sand and dust storms (SDS)\, and to enhance cooperation and coordination on SDS at global\, regional and sub-regional levels. \nThe mandate of the UN Coalition on Combating SDS\, as defined by the participating entities is as follows: \n\nPromote and coordinate a collaborative UN System response to SDS;\nFacilitate exchange of knowledge\, data and best practices among Coalition members to promote effective and coherent actions on SDS across the UN system and beyond;\nEncourage and promote collaboration on initiatives and actions among members of the Coalition\, including advocacy and funding initiatives;\nFacilitate dialogue and collaboration amongst affected countries and the UN system in addressing SDS issues collectively;\nFacilitate the capacity-building of Member States\, raise their awareness and enhance their preparedness and response to SDS in critical regions.

The ripple effects are global—from rising food prices to instability and migration. \nDesertification\, land degradation\, and drought are among the most pressing environmental challenges of our time\, with up to 40% of all land area worldwide already considered degraded. \nAs the United Nations Decade on Ecosystem Restoration 2021-2030 marks its halfway point\, we must accelerate efforts to turn the tide of land degradation into large-scale restoration. If current trends continue\, we will need to restore 1.5 billion hectares of land and jumpstart a trillion-dollar land restoration economy by 2030. \nUnder the theme “Restore the land. Unlock the оpportunities”\, the 2025 observance shines a light on how restoring nature’s foundation—land—can create jobs\, boost food and water security\, support climate action and build economic resilience.

SUMMARY:International day against climate change
DESCRIPTION:Every October 24\, the International Day Against Climate Change is commemorated around the world\, a celebration established by the United Nations to raise awareness about its devastating consequences\, some of which are already clearly perceptible throughout the planet. \nWhat is climate change? \nThe answer is very simple. It consists of a change in the pattern of the Earth’s climate due to a gradual\, generalized and persistent rise in the temperature of the layer of the atmosphere that is in direct contact with the Earth’s crust and that generates melting of the ice and rising sea levels\, between other phenomena. \nWhat causes climate change? \nThere are lots of things that affect climate change. \nThe climate on Earth has been changing since it formed 4.5 billion years ago. Until recently\, natural factors have been the cause of these changes. Natural influences on the climate include volcanic eruptions\, changes in the orbit of the Earth and shifts in the Earth’s crust (known as plate tectonics). \nHowever\, the changes that we are currently seeing are happening at a scale and speed that natural cycles cannot explain. Human activity\, such as burning fossil fuels\, is currently the main driver of climate change. \nAre humans responsible for climate change? \nWhen looking at all the evidence\, there is a large scientific consensus that humans are the leading cause of climate change. In their latest report\, the Intergovernmental Panel on Climate Change (IPPC) stated with over 95% certainty that human activity is the main cause of climate change. \nWhat are greenhouse gases? \nGreenhouse gases are gases that trap heat in the atmosphere\, acting as a blanket around the Earth which stops the heat escaping into space. \nSome greenhouse gases such as carbon dioxide\, methane and nitrous oxide come from both human and natural sources. Others\, such as fluorinated gases\, are only produced by human activity. \nWhich human activities release greenhouse gases? \nThe following greenhouse gases are emitted during common human activities: \n\nCarbon dioxide (CO2). Carbon dioxide enters the atmosphere through burning fossil fuels (coal\, natural gas and oil)\, solid waste\, trees and other biological materials. Carbon dioxide is removed from the atmosphere when it is absorbed by plants.\nMethane (CH4). Methane is emitted during the production and transport of fossil fuels. Methane emissions also result from livestock and other agricultural practices.\nNitrous oxide (N2O). Nitrous oxide is emitted during agricultural and industrial activities\, combustion of fossil fuels and solid waste\, as well as during treatment of wastewater.\nFluorinated gases. Fluorinated gases are emitted from a variety of industrial processes\, including the production of primary aluminium.\n\nWhat is the greenhouse effect? \nThe greenhouse effect is the process by which the greenhouse gases present in the Earth’s atmosphere trap the Sun’s heat. This process makes the Earth much warmer than it would be without the greenhouse effect. \nThe greenhouse effect is critical to our survival. In fact\, without greenhouse gases and the correspondent greenhouse effect\, the Earth would be about 30 degrees colder than it is today. Without greenhouse gases and their warming effect\, we wouldn’t be able to survive. \nHowever\, since the Industrial Revolution and the massive burning of fossil fuels\, we’ve been adding more and more greenhouse gases into the air\, trapping even more heat. Instead of keeping the Earth at a warm\, stable temperature\, the greenhouse effect is heating the planet at a much faster rate. This is the main cause of climate change. \nHow much has the Earth’s temperature increased? \nIf the global average temperature of the times before large-scale industrial development is compared with the current one\, it is found that\, after just over 250 years\, it has increased by more than 1ºC\, a figure that might seem ridiculous\, but the fact is that\, without anthropogenic action\, this degree would take millennia to increase naturally. \nHow much can the temperature rise before it is too late? \nThe Intergovernmental Panel on Climate Change (IPCC) recommended that the global temperature should not rise more than 1.5ºC. In the Paris Agreement it was agreed to keep the increase of temperature below 2ºC. \nWhat is the future of our planet? \nThe sum of the various zonal climate changes\, which have become extreme and forceful\, have already made up a great comprehensive climate change that affects the entire planet and its impact is known as the “climate crisis”. This not only harms humans\, but also wreaks havoc on plants and animals\, causing irreversible damage to biodiversity and local and global ecosystems. \nWhat worries most is the future of our planet and that of the generations to come. If the thresholds set in the Paris Agreement are exceeded\, scientists warn that there could be a disproportionate increase in extreme weather events. This limit is known as the “tipping point” and once it is reached\, the natural terrestrial feedback systems would increase the intra-atmospheric heat more rapidly\, turning the planet into the “Greenhouse Earth”. \nThe year 2020 is a landmark for climate change and its mitigation\, especially with the unexpected impact of the novel coronavirus disease (COVID-19) pandemic and the subsequent lockdowns and economic downturn across the world. This is happening when the world is witnessing some of its worst storms\, heat waves\, ice melting and wildfires\, making the twin challenges of climate change and COVID-19 one of the worst periods in human history of the last hundred years. \nEven so\, many countries are stepping up their commitments to minimise their greenhouse gas emissions in accordance with the Paris Agreement and some are even going beyond to achieve the goal of limiting global warming to well under 1.5 degree Celsius by 2050 through green new deals. \nMany countries are also trying to integrate climate change mitigation into their post-pandemic economic recovery strategies. \nhttps://www.linkedin.com/pulse/24-october-international-day-against-climate-change-felipe/

DESCRIPTION:From July 7 to 10\, 2025\, in Tashkent\, Uzbekistan\, the Regional Environmental Centre for Central Asia (CAREC)\, with the support of the Global Methane Hub\, will conduct a regional training on “Methane emissions from oil and gas systems training – 2006 IPCC Guidelines for the National Greenhouse Gas Inventories” \nThe event is organized under the project “Central Asia Capacity Building for Methane Emissions Reduction (CA CBMER)\,” which aims to strengthen the technical and expert capacity of countries in the region — Kazakhstan\, Kyrgyzstan\, Tajikistan\, Turkmenistan\, and Uzbekistan\, with Azerbaijan and Mongolia participating as observers — to reduce methane emissions in the oil and gas sector. \nThe training’s objective is to provide an in-depth understanding of the methane inventory process for fugitive emissions from the oil and gas sector\, including step-by-step guidance on performing calculations and preparing chapters for national inventory reports (NIRs). The training will support the development of robust Monitoring\, Reporting and Verification (MRV) systems\, improve inventory reporting quality to the UNFCCC\, and align with the Enhanced Transparency Framework (ETF) under the Paris Agreement. Participants will gain hands-on skills to inventory Category 1.B.2 methane emissions (fugitive emissions from oil and gas systems). \nThe training will include: \n\nOverview of the requirements and structure of inventories based on the 2006 IPCC Guidelines;\nPractical calculation exercises using Tier 1 and Tier 2 methodologies;\nApplication of data collection methods\, development of data flow maps\, and completion of control checklists;\nCountry presentations on national practices and key challenges in methane emission estimation;\nPeer-review session of draft methane inventory sections.\n\nAdditionally\, on July 10\, the Regional Coordination Committee (RCC) meeting of the CA CBMER project will take place. The establishment of this unofficial environmental holiday was a response to the call of meteorologists to protect the climate as an important resource affecting the well-being of current and future generations. \nPreservation of the climate is one of the global problems that humanity faces today.  Global warming\, increased ozone content in the atmospheric layer\, natural disasters\, changing weather conditions on the planet – all this leads to a deterioration in the Earth’s climate and\, as a result\, has a negative impact on food\, life and property security of people\, has a deplorable effect on the state of natural resources and the balanced development of states. \nIn the last 35 years alone\, climate change on the planet has accelerated sharply\, and almost every year new temperature records are set. Modern science cannot answer the question of how quickly catastrophic climate change will occur in the event of a further increase in temperature on Earth. However\, according to ecologists and meteorologists\, humanity is quite capable of delaying these changes. \nPreserving the Earth’s climate depends on every inhabitant of the planet. It  is not so difficult to make your contribution. DESCRIPTION:The event will take place Ashgabat time\, Turkmenistan (GMT+5).\nCurrent time in Ashgabat: February 12\, 2025 9:38:19 \nSince 2016\, the Regional Environmental Centre for Central Asia (CAREC) has organized the Central Asia Climate Change Conference (CACCC) to facilitate regional dialogue on climate change mitigation and adaptation. \nBuilding on the foundation laid by CACCC 2024\, themed “Bridging Climate Goals with Action: Making Ambitions a Reality\,” the upcoming CACCC 2025 will focus on “Achieving the Global Climate Finance Goal through Regional and National Actions in Central Asia.” This conference will emphasize the vital role of transformation into actions recently agreed on by the UNFCCC COP29 (COP29) New Collective Quantified Financial Goal (NCQG) and the pivotal role of regional collaboration in enhancing the climate resilience of Central Asia. \nCentral Asia’s region faces exceptional vulnerability to climate change\, particularly in water and energy resources\, agriculture\, land management\, and disaster risk reduction. Recent studies indicate that temperatures in Central Asia are rising faster than the global average\, leading to increased desertification and glacial melt. \nScheduled for 13-15 May 2025\, the 7th Central Asia Climate Change Conference (CACCC 2025) will align discussions with national\, and regional priorities and global climate agendas set forth by UNFCCC COP29 and COP30. In particular\, the decisions made at COP29 will have significant implications for Central Asia\, particularly in the context of climate financing\, Nationally Determined Contributions (NDCs)\, development and implementation of NAPs\, and Regional Climate Change strategies. \nThe conference will spotlight the progress made by Central Asian countries in climate mitigation and adaptation efforts. Participants will delve into advancements related to the preparation of the next round of NDCs (NDC 3.0). Climate finance will be a cross-cutting theme of the conference. Discussions will focus on mobilizing sufficient funds\, the prudent management of these resources\, and the alignment of fiscal policies to achieve climate objectives. CACCC 2025 will also explore the potential of Central Asia to transition towards greener\, cleaner\, and more climate-resilient growth with ensuring water and energy security. \nGoal: \nThe CACCC 2025 aims to catalyze a transformative dialogue that empowers Central Asian nations to enhance their resilience to climate change through strategic climate financing in line with NCQG\, promotion innovative solutions\, and collaborative partnerships. This conference aims to create actionable frameworks that align national priorities with regional and global climate agendas\, particularly in light of the commitments established at COP29 and COP30. \n  \nExpected Outcomes: \n●       Enhanced Climate Financing Mechanisms. Participants will discuss actionable strategies to mobilize climate finance\, aiming for annual growth of regional climate funding by 25% over the next five years to cover urgent needs of Central Asian countries. DESCRIPTION:Central Asia faces mounting climate risks that threaten water security\, energy stability\, food systems\, and public health. With urgent development needs and emerging opportunities in the green transition\, scaling up climate finance through innovative instruments and bold policy reforms is critical. In this context\, and in collaboration with the Regional Environmental Centre for Central Asia (CAREC)\, the Coalition for Capacity on Climate Action (C3A)\, a program supported by The World Bank Group is leading several events at the 2025 Central Asia Climate Change Conference in Ashgabat.  \nThe Regional Environmental Centre for Central Asia (CAREC) and the Government of Turkmenistan will host the Central Asia Climate Change Conference (CACCC-2025) from 13 to 15 May 2025 in Ashgabat. The Conference brings together representatives from Central Asian governments\, international organizations\, and climate experts to advance regional climate action. Under the theme “Achieving the Global Climate Finance Goal through Regional and National Actions in Central Asia\,” the conference will focus on mobilizing financial resources\, strengthening regional cooperation\, and enhancing resilience to the escalating impacts of climate change. As the region faces rising temperatures\, desertification\, and rapid glacial melt\, CACCC-2025 will serve as a critical platform to address shared challenges and identify solutions that support a low-carbon\, climate-resilient future. \nIn line with this year’s theme\, C3A will actively contribute to CACCC-2025 by organizing and supporting a series of strategic events aimed at advancing climate policy development and financing strategies in the region. \nOn 12 May 2025\, C3A will host a dedicated side event\, a “Regional Scenarios for Central Asia Workshop.” This responds to the growing interest of Central Asian Ministries of Finance in developing macroeconomic climate scenarios to inform long-term policy planning. The session will convene representatives from Ministries of Finance\, sectoral experts\, and development partners to explore the economic impacts of climate change\, identify opportunities for low-carbon development\, and assess the political economy of climate decision-making. \nThe following day\, on 13 May 2025\, C3A\, in partnership with the World Bank\, will co-organize a high-level panel discussion “Innovative Tools for Designing Climate Financing Strategies in Central Asia.” This session will highlight the pivotal role of finance in enabling climate action and transition planning\, with a focus on the opportunities a program supported by The World Bank and CSF 2 and challenges of using instruments such as green bonds\, debt-for-climate swaps\, sustainability-linked financing\, and blended finance solutions in the region. The session will explore how coherent policy mixes\, such as carbon pricing\, subsidy reform\, regulatory frameworks\, and targeted fiscal incentives\, can mobilize private and public finance\, de-risk investments\, and accelerate the transition to low-carbon\, climate-resilient economies. A key theme will be the potential for regional cooperation to support the design and financing of transition strategies\, drawing on country experiences and emerging best practices. \nIn addition to organizing these sessions\, C3A Co-Directors William Hynes and Etienne Espagne will moderate a panel discussion during CACCC 2025\, engaging regional stakeholders in a forward-looking dialogue on accelerating climate finance and enhancing implementation capacity in Central Asia. \n“Central Asian countries are on the frontlines of the climate crisis\, facing accelerating impacts\, resource constraints\, and the need to shift away from carbon-intensive development models. DESCRIPTION:Background and Objectives \nThe Central Asia Regional Economic Cooperation (CAREC)  Climate Change Action Plan (CCAP) 2025–2027 provides a framework to address climate change challenges and advance regional climate actions through enhanced coordination among CAREC sector committees and working groups. The plan focuses on four main thematic areas: Climate Risk\, Preparedness and Health\, the Water–Energy–Food Security Nexus\, Low-Carbon Growth\, and the CAREC Climate Platform. Developed by the CAREC Working Group on Climate Change\, the CCAP was endorsed at the CAREC Ministerial Conference on 8 November 20241 in Astana\, Kazakhstan. It was officially launched during a high-level session at COP29 on 14 November 2024 in Baku\, Azerbaijan\, alongside the CAREC Climate and Sustainability Project Preparatory Fund and the CAREC Partnership for Climate\, Innovation\, and Trade. \nThe primary goal of the 4th Working Group on Climate Change (WGCC) meeting is to discuss the operationalization of the CCAP. Specifically\, the meeting will focus on (i) identifying adaptation projects and necessary investments for vulnerable CAREC assets\, (ii) coordinating joint climate change and health activities with the CAREC Working Group on Health\, (iii) identifying training and capacity-building needs\, and (iv) discuss how to develop bankable projects with the CAREC Climate and Sustainability Project Preparatory Fund (CSPPF).2 Additionally\, the WGCC will discuss implementation aspects such as monitoring progress\, establishing a CAREC Climate Change Committee\, and planning the next steps for WGCC. \nDOWNLOAD AGENDA PDF \nHome
