SUMMARY:International day against climate change
DESCRIPTION:Every October 24\, the International Day Against Climate Change is commemorated around the world\, a celebration established by the United Nations to raise awareness about its devastating consequences\, some of which are already clearly perceptible throughout the planet. \nWhat is climate change? \nThe answer is very simple. It consists of a change in the pattern of the Earth’s climate due to a gradual\, generalized and persistent rise in the temperature of the layer of the atmosphere that is in direct contact with the Earth’s crust and that generates melting of the ice and rising sea levels\, between other phenomena. \nWhat causes climate change? \nThere are lots of things that affect climate change. \nThe climate on Earth has been changing since it formed 4.5 billion years ago. Until recently\, natural factors have been the cause of these changes. Natural influences on the climate include volcanic eruptions\, changes in the orbit of the Earth and shifts in the Earth’s crust (known as plate tectonics). \nHowever\, the changes that we are currently seeing are happening at a scale and speed that natural cycles cannot explain. Human activity\, such as burning fossil fuels\, is currently the main driver of climate change. \nAre humans responsible for climate change? \nWhen looking at all the evidence\, there is a large scientific consensus that humans are the leading cause of climate change. In their latest report\, the Intergovernmental Panel on Climate Change (IPPC) stated with over 95% certainty that human activity is the main cause of climate change. \nWhat are greenhouse gases? \nGreenhouse gases are gases that trap heat in the atmosphere\, acting as a blanket around the Earth which stops the heat escaping into space. \nSome greenhouse gases such as carbon dioxide\, methane and nitrous oxide come from both human and natural sources. Others\, such as fluorinated gases\, are only produced by human activity. \nWhich human activities release greenhouse gases? \nThe following greenhouse gases are emitted during common human activities: \n\nCarbon dioxide (CO2). Carbon dioxide enters the atmosphere through burning fossil fuels (coal\, natural gas and oil)\, solid waste\, trees and other biological materials. Carbon dioxide is removed from the atmosphere when it is absorbed by plants.\nMethane (CH4). Methane is emitted during the production and transport of fossil fuels. Methane emissions also result from livestock and other agricultural practices.\nNitrous oxide (N2O). Nitrous oxide is emitted during agricultural and industrial activities\, combustion of fossil fuels and solid waste\, as well as during treatment of wastewater.\nFluorinated gases. Fluorinated gases are emitted from a variety of industrial processes\, including the production of primary aluminium.\n\nWhat is the greenhouse effect? \nThe greenhouse effect is the process by which the greenhouse gases present in the Earth’s atmosphere trap the Sun’s heat. This process makes the Earth much warmer than it would be without the greenhouse effect. \nThe greenhouse effect is critical to our survival. In fact\, without greenhouse gases and the correspondent greenhouse effect\, the Earth would be about 30 degrees colder than it is today. Without greenhouse gases and their warming effect\, we wouldn’t be able to survive. \nHowever\, since the Industrial Revolution and the massive burning of fossil fuels\, we’ve been adding more and more greenhouse gases into the air\, trapping even more heat. Instead of keeping the Earth at a warm\, stable temperature\, the greenhouse effect is heating the planet at a much faster rate. This is the main cause of climate change. \nHow much has the Earth’s temperature increased? \nIf the global average temperature of the times before large-scale industrial development is compared with the current one\, it is found that\, after just over 250 years\, it has increased by more than 1ºC\, a figure that might seem ridiculous\, but the fact is that\, without anthropogenic action\, this degree would take millennia to increase naturally. \nHow much can the temperature rise before it is too late? \nThe Intergovernmental Panel on Climate Change (IPCC) recommended that the global temperature should not rise more than 1.5ºC. In the Paris Agreement it was agreed to keep the increase of temperature below 2ºC. \nWhat is the future of our planet? \nThe sum of the various zonal climate changes\, which have become extreme and forceful\, have already made up a great comprehensive climate change that affects the entire planet and its impact is known as the “climate crisis”. This not only harms humans\, but also wreaks havoc on plants and animals\, causing irreversible damage to biodiversity and local and global ecosystems. \nWhat worries most is the future of our planet and that of the generations to come. If the thresholds set in the Paris Agreement are exceeded\, scientists warn that there could be a disproportionate increase in extreme weather events. This limit is known as the “tipping point” and once it is reached\, the natural terrestrial feedback systems would increase the intra-atmospheric heat more rapidly\, turning the planet into the “Greenhouse Earth”. \nThe year 2020 is a landmark for climate change and its mitigation\, especially with the unexpected impact of the novel coronavirus disease (COVID-19) pandemic and the subsequent lockdowns and economic downturn across the world. This is happening when the world is witnessing some of its worst storms\, heat waves\, ice melting and wildfires\, making the twin challenges of climate change and COVID-19 one of the worst periods in human history of the last hundred years. \nEven so\, many countries are stepping up their commitments to minimise their greenhouse gas emissions in accordance with the Paris Agreement and some are even going beyond to achieve the goal of limiting global warming to well under 1.5 degree Celsius by 2050 through green new deals. \nMany countries are also trying to integrate climate change mitigation into their post-pandemic economic recovery strategies. \nhttps://www.linkedin.com/pulse/24-october-international-day-against-climate-change-felipe/

DESCRIPTION:From July 7 to 10\, 2025\, in Tashkent\, Uzbekistan\, the Regional Environmental Centre for Central Asia (CAREC)\, with the support of the Global Methane Hub\, will conduct a regional training on “Methane emissions from oil and gas systems training – 2006 IPCC Guidelines for the National Greenhouse Gas Inventories” \nThe event is organized under the project “Central Asia Capacity Building for Methane Emissions Reduction (CA CBMER)\,” which aims to strengthen the technical and expert capacity of countries in the region — Kazakhstan\, Kyrgyzstan\, Tajikistan\, Turkmenistan\, and Uzbekistan\, with Azerbaijan and Mongolia participating as observers — to reduce methane emissions in the oil and gas sector. \nThe training’s objective is to provide an in-depth understanding of the methane inventory process for fugitive emissions from the oil and gas sector\, including step-by-step guidance on performing calculations and preparing chapters for national inventory reports (NIRs). The training will support the development of robust Monitoring\, Reporting and Verification (MRV) systems\, improve inventory reporting quality to the UNFCCC\, and align with the Enhanced Transparency Framework (ETF) under the Paris Agreement. Participants will gain hands-on skills to inventory Category 1.B.2 methane emissions (fugitive emissions from oil and gas systems). \nThe training will include: \n\nOverview of the requirements and structure of inventories based on the 2006 IPCC Guidelines;\nPractical calculation exercises using Tier 1 and Tier 2 methodologies;\nApplication of data collection methods\, development of data flow maps\, and completion of control checklists;\nCountry presentations on national practices and key challenges in methane emission estimation;\nPeer-review session of draft methane inventory sections.\n\nAdditionally\, on July 10\, the Regional Coordination Committee (RCC) meeting of the CA CBMER project will take place. Modern science cannot answer the question of how quickly catastrophic climate change will occur in the event of a further increase in temperature on Earth. However\, according to ecologists and meteorologists\, humanity is quite capable of delaying these changes. \nPreserving the Earth’s climate depends on every inhabitant of the planet. It  is not so difficult to make your contribution. DESCRIPTION:Central Asia faces mounting climate risks that threaten water security\, energy stability\, food systems\, and public health. With urgent development needs and emerging opportunities in the green transition\, scaling up climate finance through innovative instruments and bold policy reforms is critical. In this context\, and in collaboration with the Regional Environmental Centre for Central Asia (CAREC)\, the Coalition for Capacity on Climate Action (C3A)\, a program supported by The World Bank Group is leading several events at the 2025 Central Asia Climate Change Conference in Ashgabat.  \nThe Regional Environmental Centre for Central Asia (CAREC) and the Government of Turkmenistan will host the Central Asia Climate Change Conference (CACCC-2025) from 13 to 15 May 2025 in Ashgabat. The Conference brings together representatives from Central Asian governments\, international organizations\, and climate experts to advance regional climate action. Under the theme “Achieving the Global Climate Finance Goal through Regional and National Actions in Central Asia\,” the conference will focus on mobilizing financial resources\, strengthening regional cooperation\, and enhancing resilience to the escalating impacts of climate change. As the region faces rising temperatures\, desertification\, and rapid glacial melt\, CACCC-2025 will serve as a critical platform to address shared challenges and identify solutions that support a low-carbon\, climate-resilient future. \nIn line with this year’s theme\, C3A will actively contribute to CACCC-2025 by organizing and supporting a series of strategic events aimed at advancing climate policy development and financing strategies in the region. \nOn 12 May 2025\, C3A will host a dedicated side event\, a “Regional Scenarios for Central Asia Workshop.” This responds to the growing interest of Central Asian Ministries of Finance in developing macroeconomic climate scenarios to inform long-term policy planning. The session will convene representatives from Ministries of Finance\, sectoral experts\, and development partners to explore the economic impacts of climate change\, identify opportunities for low-carbon development\, and assess the political economy of climate decision-making. \nThe following day\, on 13 May 2025\, C3A\, in partnership with the World Bank\, will co-organize a high-level panel discussion “Innovative Tools for Designing Climate Financing Strategies in Central Asia.” This session will highlight the pivotal role of finance in enabling climate action and transition planning\, with a focus on the opportunities a program supported by The World Bank and CSF 2 and challenges of using instruments such as green bonds\, debt-for-climate swaps\, sustainability-linked financing\, and blended finance solutions in the region. The session will explore how coherent policy mixes\, such as carbon pricing\, subsidy reform\, regulatory frameworks\, and targeted fiscal incentives\, can mobilize private and public finance\, de-risk investments\, and accelerate the transition to low-carbon\, climate-resilient economies. DESCRIPTION:Background and Objectives \nThe Central Asia Regional Economic Cooperation (CAREC)  Climate Change Action Plan (CCAP) 2025–2027 provides a framework to address climate change challenges and advance regional climate actions through enhanced coordination among CAREC sector committees and working groups. The plan focuses on four main thematic areas: Climate Risk\, Preparedness and Health\, the Water–Energy–Food Security Nexus\, Low-Carbon Growth\, and the CAREC Climate Platform. Developed by the CAREC Working Group on Climate Change\, the CCAP was endorsed at the CAREC Ministerial Conference on 8 November 20241 in Astana\, Kazakhstan. It was officially launched during a high-level session at COP29 on 14 November 2024 in Baku\, Azerbaijan\, alongside the CAREC Climate and Sustainability Project Preparatory Fund and the CAREC Partnership for Climate\, Innovation\, and Trade. \nThe primary goal of the 4th Working Group on Climate Change (WGCC) meeting is to discuss the operationalization of the CCAP. SUMMARY:Global workshop on increasing climate resilience with focus on floods and health on the transboundary and national levels\, Geneva\, Switzerland
DESCRIPTION:Over the past two years\, nearly every region of the world was inundated with floods\, leading to loss of many lives\, billions of dollars in damages and impacts on ecosystems. For example\, in 2024 in West and Central Africa 7.2 million people were affected by flooding whereas in Central Europe the number of directly affected people was almost 2 million. In many cases\, these floods have a transboundary character since shared basins account for 60% of the world’s freshwater flows. Cooperation on shared waters thus can help to improve resilience to flood events\, for example\, through the development of shared information and early warning systems or data exchange across sectors\, enlarging the range and location of available measures\, and sharing costs and benefits. \nDuring floods\, there is an increased risk that the water becomes polluted with chemical and biological contaminants presenting a risk to human health and physical and mental well-being. The effects of flooding on health are diverse and significant\, ranging from mortality and injuries resulting from trauma and drowning\, to infectious diseases and mental health problems (acute and long term). Floods can also damage water and sanitation infrastructures which may lead to additional contamination. Populations that are particularly vulnerable to adverse effects of flooding include the elderly\, children\, people with chronic illnesses or physical impairments and pregnant women. \nThe workshop will bring together water\, climate\, environment\, disaster and health communities to jointly discuss the latest insights\, best practices and lessons learned in flood risk management on the transboundary and national levels and draw lessons from the discussions. The workshop will also improve the understating of the interlinkages and the benefits in applying provisions of the Water Convention and the Protocol on Water and Health to build flood resilience under climate change. \nThe global workshop is organized under the auspices of the Water Convention serviced by UNECE\, under the leadership of the Netherlands\, and the Protocol on Water and Health\, serviced by UNECE  and the WHO/Europe under the leadership of Italy and the Netherlands as lead Parties of the programme area 7 on increasing resilience to climate change\, and in partnership with Uganda (tbc)\, the International Network of Basin Organisations (INBO)\, the United Nations Office for Disaster Risk Reduction (UNDRR\, tbc) and the World Meteorological Organisation (WMO). \nWorking languages of the workshop will be Arabic\, English\, French\, Russian and Spanish. Bayzakova 303\, Almaty\, Kazakhstan \n  \nGeneral Provisions\nClimate change is one of the key global threats of our time\, significantly affecting the economy\, ecology and society of Central Asian countries. The region already faces serious climate challenges\, including increasing aridity\, retreating glaciers\, increased frequency of natural disasters and reduced availability of water resources. The damage from climate disasters in Central Asia is estimated at US$10 billion annually\, which requires immediate and coordinated action [1] . \n  \nIn response to these challenges\, the 2026 Regional Climate Summit aims to unite the efforts of the countries of the region and international partners to develop strategies and solutions that promote sustainable development. The Summit will become a platform for discussing current climate issues and strengthening regional cooperation. The main goal of the Summit is to consolidate efforts to increase the adaptive capacity of the region and achieve climate goals consistent with the global agenda. \n  \nKey areas of the Summit: \n\nSupporting the climate transition – the focus is on increasing renewable energy capacity and energy efficiency\, which requires investments in modernising energy networks and promoting low-carbon innovation and technologies in industrial sectors.\nAdaptation and resilience of economies – in this context\, attention will be paid to the development of regional approaches to adaptation\, natural resource management and disaster risk reduction\, as well as the creation of mechanisms to minimize climate losses.\nFood security in the context of climate change – important aspects include developing sustainable food systems and strengthening regional cooperation to ensure food security and manage natural resources in the context of growing climate risks.\nA fair and inclusive regional transition – it is important to develop social programs\, redistribute income from carbon regulation and improve skills to mitigate negative consequences for the population and support economic stability in the region.\nMechanisms for achieving climate ambitions – development of specific mechanisms\, including technology transfer and climate finance\, as well as participation in the market mechanisms of the Paris Agreement.\n\n  \n2025 will be a key year in preparation for the Summit\, with a series of regional consultations planned.
