The Project is to finance the reconstruction and rehabilitation of small hydro power plant (“HPP”) units owned by Chakan GES, a local power plant operation with a total installed capacity of 38.5 MW, fully-owned subsidiary of the Kyrgyz Republic.
The project is aimed to utilize the full potential of the HPP units that would increase the electricity output and support mitigating the hydrology risk.
The Project will contribute to the efforts in solving the long-lasting operational issues in the aged and inefficient HPP infrastructure through the rehabilitation program. Modernization of renewable energy sources will result in a more resilient power sector in the country, ensuring a more reliable power supply.
The project development objective is to (i) increase access to climate-resilient water services in selected river basins, and (ii) strengthen institutional capacities for climate-resilient water management at the local and national levels. The project will improve the coverage and quality of WSS and I&D services in selected basins. At the national level, the project will increase institutional capacities for climate-resilient water management. With regards to the first part of the PDO, climate resilient water services are defined as water services that achieve coverage and quality standards despite possible climate risks (droughts, high temperature and extreme heat, urban flooding and sewerage overflows, floods, and mudflows). With regard to the second part of the PDO, climate-resilient water management is defined as the ability of water sector institutions at the local and national levels to prepare for disruptions and recover from shocks related to climate risks.
Proceeds of the EBRD’s investments will be used by eligible PFIs to on-lend to female and male sub-borrowers implementing green economy investments including among others energy efficiency, renewable energy, resource efficiency, the circular economy, and climate resilience investments measures. Funds may also be on-lent to vendors and producers of eligible materials and equipment covered by the Green Technology Selector for Kyrgyz Republic.
The KyrSEFF III is to qualifying participating financial institutions (PFIs) with the objective to on-lending to GET-eligible green investments in the commercial and residential sectors of Kyrgyz Republic, with the addition of operating in a gender-responsive way. The Facility is expected to be supported with grant funds from the Shareholder Special Fund (SSF) and potentially other donors. The grant funds will fund Technical Cooperation (TC) to be provided to PFIs and sub-borrowers and Investment Incentives to sub-borrowers.
The Facility builds on the successful and well-established partnership of the EU, the EBRD and PFIs, and the enhanced public awareness about the benefits of energy efficiency investment through KyrSEFF I and II (2013 – 2022), leveraging its efficient client outreach and investment channels and responding to the priority of enhancing women’s access to green finance and technologies.

This knowledge and support technical assistance (TA) will support the delivery of a Climate Change Strategy and an Action Plan for Central and West Asia to strengthen integration of climate change considerations in Asian Development Banks (ADB) financed interventions in the developing member countries (DMCs) of the region. It will prepare robust climate mitigation and adaptation pipelines aligned with the Paris Agreement and responsive to DMCs climate change priorities. The TA will support interventions on departmental, sectoral and country levels with key activities including development of a regional strategy, upstream climate assessments, climate pipeline development, government dialogues and capacity building.
