STAKEHOLDER ENGAGEMENT FOR URANIUM LEGACY REMEDIATION IN CENTRAL ASIA PHASE 2

The objective of the Phase II project is to reduce risk of the negative impact of the uranium waste on people, livelihoods, and environment through raising awareness and supporting people-centered, gender sensitive, risk-informed solutions in legacy sites at the level of local communities in Kyrgyzstan, Tajikistan, and Uzbekistan. This objective will be achieved through implementing targeted public advocacy and outreach campaign; building upon the successful awareness raising work of the Phase I; improving implementation of the regulatory environment through effective community engagement in the decision making process; strengthening national and cross-border cooperation in uranium legacy remediation, and carrying out targeted community level socio-economic interventions to reduce the risk of uranium legacy sites in at-risk communities.

SPECIFIC OUTCOMES

1. Increased understanding of local and national decision-makers and community members about uranium waste risk and its impact on people, livelihoods, and environment;
2. Reinforced implementation of legal and regulatory frameworks through community engagement for an effective governance of the uranium legacy sites;
3. Reduced health hazards and radiological risk from the radioactive waste in target communities through gender sensitive and social economic development projects;
4. Regional component: cross-country coordination and knowledge exchange

Regional Approaches for Combating Sand and Dust Storms and Drought

The ultimate goal of the project is to enable an environment for coordinated action and data sharing at national and regional levels and informed decision-making in addressing drought and SDS risks in Central Asian Region. To this end, a Regional Drought Risk Management Strategy for Central Asia (under Component 1) and a Regional Framework and Strategy to Combat Sand and Dust Storms (under Component 2) will be developed.

Promotion of energy security and sustainable growth through increased energy and resource efficiency in tourism SMEs in Kyrgyzstan (PERETO)

Fosters the adoption of SCP and energy and resource efficiency measures through the introduction of different tools and training while promoting the adoption of voluntary green certification; develops an online Self-Assessment Tool for MSMEs; promotes access to green finance for MSMEs of the tourism sector in order for them to adopt SCP and resource efficiency measures, while creating appropriate enabling environment for related policies.
The specific objectives include:
Raise the awareness of consumers and SMEs in the tourism sector about SCP and ERE practices;
Build capacity and technical readiness of tourism SMEs to adopt SCP and ERE measures;
Develop new green financing products tailored to the needs of SMEs in the tourism sector;
Facilitate and advance the national policy dialogue and policy formulation on SCP and ERE implementation;
Promote industry commitments geared towards achieving the country’s Green Economy goals by facilitating the development of voluntary ERE certification targeted at tourism SMEs.

Promoting energy efficiency and renewable energy production in the community-based tourism sector in Central Asia

Promotes transition of Kyrgyzstan, Uzbekistan and Tajikistan to a low carbon economy by adapting and introducing new resource and energy efficiency solutions by technology providers and facilitating access to green finance to scale up this new technologies and SCP solutions in the touristic sector. Develops “Green hostels” model by implementation of SCP practices such as local eco-standards, eco-certification scheme, value-chain approach and resource efficiency.

Protect human health and the environment from unintentional releases of POPs and mercury from the unsound disposal of healthcare waste in Kyrgyzstan

The project is directly linked and highly relevant to the implementation of the Stockholm Convention in Kyrgyzstan; it is hence perfectly aligned with the GEF Chemicals Focal Area which includes both POPs and Mercury. The project directly contributes to the execution of the National Implementation Plan on POPs by reducing the release of dioxins and furans.
Since a joint project between the Ministry of Health and the Swiss Red Cross in 2005 demonstrated that proper healthcare waste management in hospitals greatly reduced nosocomial infections, HCWM has been a top priority for the Ministry of Health. Once this project is completed, all healthcare facilities with over 25 beds in Kyrgyzstan should manage all their generated infectious waste correctly.

Conservation of globally important biodiversity and associated land and forest resources of Western Tian Shan to support sustainable livelihoods

The aim of the project is to promote a landscape approach in the conservation of globally significant biodiversity, sustainable management of land and forest resources in the mountains of the Western Tian Shan.

The project consists of 3 components:

1. Conservation and sustainable management of key biodiversity areas within the Western Tian Shan landscape;

2. Improving ecosystem resilience and habitat connectivity in the Western Tian Shan through regulation of land and forest use in buffer zones and ecological corridors, and supporting sustainable incomes for local communities;

3. Promotion of regional and global cooperation of Kyrgyzstan to protect the snow leopard and its ecosystems.
