President Sadyr Japarov signed a decree “On the implementation of the project for the construction of an environmentally friendly city Kemin-City”, which will be located in the Kemin district of the Chui region. As stated in the press release of the presidential administration, this project is part of the program to provide housing to citizens of Kyrgyzstan and is aimed at improving the socio-economic situation in the country.
The decree emphasizes that the creation of an ecologically clean city will have a positive impact on the level of well-being of the population, reduce migration, and improve the social climate in the regions. The construction of the city will help retain qualified personnel and reduce the level of social tension.
The project will cover an area of 353.3 hectares in the rural district of Kichi-Kemin. The state administration of the Kemin district will be appointed as the sole customer, and the ministries and local authorities are obliged to provide the necessary information and assistance in the construction process.
In addition, the State Agency for Architecture and Construction has been tasked with conducting engineering-geological and topographic surveys, as well as developing a general plan for the city. The ministries of energy and finance must ensure the construction of external power grids, and the cabinet must develop a concept for the construction of the city by June 1, 2025, and hold negotiations with investors.
