Bishkek hosted the Forum “Launching the preparation of a nationally Determined contribution of Kyrgyzstan – NDC 3.0″ on January 29, 2025. The new NDC should be supported and aligned with the national development plan aimed at achieving the Sustainable Development Goals (SDGs) and represents a turning point for global efforts, serving as markers for a sustainable future, they should be feasible, transparent and attract funding.

The Forum convened deputies of the Zhogorku  Kenesh, representatives of ministries and state agencies , international partner organizations and the non-governmental sector. The Regional Environmental Centre for Central Asia (CAREC) was represented by Matraimov Kuban, Director of the CAREC Country Office for Kyrgyzstan, and Vladimir Grebnev, CAREC regional climate change specialist.

The Forum was organized by the Ministry of Natural Resources, Ecology and Technical Supervision of the Kyrgyz Republic and supported by UNDP.

Forum objectives:

  • Identify and discuss potential challenges in the preparation and implementation of NDC 3.0, building on lessons learned from the previous NDC 2.0;
  • Identify high-level government and sectoral priorities in preparing NDC 3.0 and discuss their coordination with existing long-term development plans and strategies;
  • Present the existing support for the preparation of NDC 3.0 and identify gaps in support;
  • Identify social opportunities for NDC 3.0;
  • Discuss the financial framework in the process of preparing NDC 3.0.

“NDC 3.0 is not a completely new document for Kyrgyzstan, but rather a revised and improved version of NDC 2.0, since based on the analysis of the implementation of NDC 2.0, it is necessary to complete the planned important activities on adaptation and mitigation of the consequences of climate change,” says Kuban Matraimov, the Director of the CAREC Country Office for Kyrgyzstan.

The previous NDC 2.0 of the Kyrgyz Republic was submitted to the UNFCCC in 2021, which was led by the Ministry of Natural Resources, Ecology and Technical Supervision of the Kyrgyz Republic. The NDC 2.0 of 2021 was prepared within the framework of the UNDP global initiative “Climate Promise”, with funding from the global NDC initiative Partnership and with the contribution of international community partners and UN agencies to the climate agenda.

The overall goal of the Kyrgyz Republic to reduce greenhouse gas (GHG) emissions is an unconditional reduction of 16.63% by 2025 and 15.97% by 2030 under the Business as Usual scenario. With international support, GHG emissions would be reduced by 36.61% by 2025 and 43.62% by 2030. Despite the country being a relatively low emitter of greenhouse gases, these new targets are more ambitious than previous ones. There is high-level support in the country for taking effective measures to combat climate change. President of the Kyrgyz Republic Sadyr Japarov stated at the 76th session of the UN General Assembly that Kyrgyzstan aims to achieve carbon neutrality by 2050.

Minister of the Ministry of Economic Development and Trade Meder Mashivev noted in his speech:

“Launching a new NDC 3.0 cycle is critical to strengthening global climate action. As we face increasing climate impacts, renewed commitments must reflect increased ambition in line with scientific advice. NDC 3.0 will not only align national policies with the goals of the Paris Agreement but will also enhance accountability and transparency among countries. By taking into account lessons learned from recent climate events and encouraging adaptation measures, these new commitments will mobilize needed financing and spur innovation in sustainable technologies. Ultimately, NDC 3.0 provides a vital opportunity for countries to renew their commitment to climate action and collaborate more effectively to build a resilient, sustainable future.”

The Forum, organized under NDC 3.0, will provide an opportunity for the Government of the Kyrgyz Republic to outline its ambitions and needs, and for partners to present their support capabilities, coordinate efforts and identify key gaps in support based on lessons learned from the previous NDC.
