Kyrgyzstan Starts Preparing First Biennial Transparency Report: Steps to Strengthen National Climate Policy

On February 27, 2025, the Ministry of Natural Resources, Ecology and Technical Supervision of the Kyrgyz Republic, in partnership with the United Nations Development Programme (UNDP), officially launched the preparation of the first Biennial Transparency Report (BTR1) under the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement.

The first Biennial Transparency Report is being developed by the Ministry of Natural Resources, Ecology and Technical Supervision of the Kyrgyz Republic jointly with UNDP, coordinated by the United Nations Environment Programme (UNEP) and financed by the Global Environment Facility (GEF).

Deputy Minister of Natural Resources, Ecology and Technical Supervision Asel Raimkulova emphasized the government’s commitment to this process:

“Kyrgyzstan is taking bold steps towards climate transparency and accountability. DDP1 will help us develop smart policies that will benefit both our economy and the fight against climate change.”

The DDP will become a key tool for assessing Kyrgyzstan’s progress in reducing greenhouse gas emissions, implementing climate measures and achieving Nationally Determined Contributions (NDCs). It will help bring national climate policy in line with international standards, improve data quality and ensure transparency of environmental policy.

UNDP Resident Representative in Kyrgyzstan Alexandra Solovieva also noted the importance of climate action:

“Preparing the first Biennial Transparency Report for Kyrgyzstan is not just a reporting obligation, but a strategic opportunity to strengthen climate policy, attract investment and increase resilience to climate change,” she said.

The launch of this project brought together government officials, international experts and specialists to discuss the importance of DDP1 in achieving climate goals. Kyrgyzstan is committed to effectively creating a system for monitoring, reporting and verifying climate data, drawing on international experience and best practices.

Developing climate transparency is an important element in attracting international financing and opens up new opportunities for the country in the carbon market. Clear and transparent data strengthens trust in the country’s policies and creates favorable conditions for the implementation of long-term climate strategies.
