“To create the republican state institution “Zhasyl Beldeu” of the Committee for Forestry and Wildlife of the Ministry of Ecology and Natural Resources of the Republic of Kazakhstan,” the document says.
The project also states that land plots of the state forest fund will be transferred from the balance sheet of the RSE Zhasyl Aimak to the balance sheet of the new institution with a total area of 87,585.33 hectares on the right of permanent land use.
According to the Ministry, the RSE “Zhasyl Aimak” was created in 2000 for the protection and defence of the state forest fund, forest reproduction and afforestation. According to the Law “On State Property”, “Zhasyl Aimak” carries out its activities in the field of creating forest parks, green and protective zones with a limited regime of nature management and afforestation.
Over 24 years of operation, the RSE “Zhasyl Aimak” has planted forest crops on a total area of 87,612 hectares.
At the same time, it is explained that in accordance with paragraph 2 of Article 103 of the Civil Code of the Republic of Kazakhstan and Article 147 of the Law of the Republic of Kazakhstan “On State Property”, an enterprise founded on the right of economic management is liable for its obligations with all property belonging to it. A state enterprise on the right of economic management, if there are insufficient funds to satisfy the claims of creditors, may lose land plots of the state forest fund.
At the same time, the RGU “Zhasyl Beldeu” is being created; it is located in Astana.
