ReCATH is holding a summer academy on adaptation research, agricultural policy assessment, greenhouse gas inventory and climate finance for participants from Central Asian countries.

July 23, 2024 – Istanbul, Turkey, today kicked off an enhanced technical support training for experts from Central Asian countries on adaptation, agricultural policy assessment, greenhouse gas inventory and climate finance.

The event, organized as part of the work of the Regional Climate Action Transparency Hub (ReCATH) for Central Asia. The Academy, which runs from July 23 to August 2, brings together specialists from the Ministries of Agriculture, Environment, Hydrometeorological Agencies, as well as climate experts from governmental, scientific and non-governmental organizations. This training is technically supported by the GHGMI Greenhouse Gas Management Institute, CITEPA Institute.

The ReCATH project, part of the Initiative for Climate Action Transparency (ICAT), plays an important role in helping countries develop robust and transparent systems for effective implementation of the Paris Agreement. The Summer Academy aims to strengthen these systems by providing technical support and hands-on training to Central Asian experts to enable them to meet the Enhanced Transparency Framework (ETF) requirements of the Paris Agreement.

Thus, the academy sessions focus on several key areas critical to combating climate change. Experts will improve their skills in the areas of greenhouse gas (GHG) inventories, adaptation strategies, climate finance and the preparation of biennial transparency reports (BTRs). This integrated approach ensures that participants will be well prepared to integrate climate change considerations into national planning, strengthen institutional capacity and improve data collection methodology.

Over the course of 2 weeks, participants will participate in trainings and workshops on important topics such as the 2006 IPCC methodology for GHG inventory, national climate MRV systems and climate finance. These sessions are aimed not only at developing technical skills, but also at sharing best practices and lessons learned among Central Asian countries.

An important aspect of ReCATH’s work is the collaborative approach that brings together the five Central Asian states – Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan. By facilitating regional cooperation and knowledge sharing among countries in the same region with similar natural conditions, the project supports the establishment of sustainable measurement, reporting and verification (MRV) systems. Based on a 2021 gap and needs analysis of the transparency systems of the Central Asian states, a work plan was developed that includes capacity building of stakeholders in different areas of the climate agenda.

The Regional Climate Action Transparency Center (ReCATH) project in Central Asia is an implementation of the Initiative for Climate Action Transparency (ICAT), which supports countries in developing their capacity to create and manage a robust transparent framework that will enable them to effectively meet obligations under the Paris Agreement and facilitates the transition of countries to the new reporting under the Enhanced Transparency Framework (ETF).

The ReCATH project is implementing a collaborative approach that brings together five Central Asian states (Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan) and supports technical experts and expert institutions in the region to create sustainable and integrated Measurement, Reporting, and Verification (MER/V) systems. The Capacity Building Initiative for Transparency – Global Support Program (abbreviated as CBIT-GSP) is a five-year global project funded by the Global Environment Facility (GEF), implemented by the United Nations Environment Program (UNEP) and implemented by the UNEP Copenhagen Climate Center (UNEP- CCC). The purpose of the CBIT-GSP is to provide streamlined support and capacity building at national, regional and global levels to help developing countries implement the reporting provisions of the UNFCCC and the enhanced transparency framework of the Paris Agreement and ultimately increase the ambition of climate action. CBIT-GSP is implemented through regional networks. For the countries of Central Asia and the Caucasus, the project works with Azerbaijan, Armenia, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan.

Given the commonalities of both projects in supporting the region to meet capacity needs on transparency and ETFs, CAREC/ReCATH and CBIT-GSP are collaborating to organize a regional face-to-face workshop on adaptation reporting: ETF/BTR requirements, best practices and existing methodologies and approaches.
