The State Department has released the results of the first phase of reform of the United States Agency for International Development (USAID), which the American president tasked Secretary of State Marco RUBIO with implementing as part of efforts to align foreign policy with the administration’s “America First” program.

The State Department reviewed more than 9,100 foreign aid grants totaling more than $15.9 billion. In 15 days, more than 4,100 grants worth nearly $4.4 billion were determined to be eligible for cancellation, representing a 28% reduction in grant funding.

USAID estimates that there are still 6,200 multi-year grants outstanding, totaling $58.2 billion.

Following a USAID-led review, including tranches reviewed by Rubio himself, nearly 5,800 grants worth $54 billion could be eligible for cancellation, resulting in a 92% reduction in funding.

However, USAID maintained critical programs, including food assistance, life-saving medications to treat HIV, tuberculosis, and malaria, and critical support to countries such as Lebanon, Haiti, Venezuela, Cuba, and others.

The next phase of the work will involve the State Department and USAID, in consultation with Congress, reforming the system for providing foreign aid.

“This effort will balance genuine humanitarian assistance with the need to use taxpayer dollars wisely to advance American interests at home and abroad,” the State Department said in a statement.

In short, the bottom line is that help will certainly be provided to starving children and homeless unfortunate people. But it is unlikely that transvestites in Ecuador who are drawn to carnival dressing or militant atheists in Nepal will be helped.
