Tashkent, Uzbekistan (UzDaily.uz) – President of Uzbekistan Shavkat Mirziyoyev signed a decree “On measures to introduce a national transparency system in the transition to a green economy in the Republic of Uzbekistan”.
According to the Decree, the National Transparency System (MRV) is being launched in Uzbekistan during the transition to a green economy.
The National Transparency System was developed in accordance with Article 13 of the Paris Agreement and is an improved and expanded version of the current MRV system.
The Ministry of Economy and Finance has been designated as the national body of the national transparency system. It will coordinate the activities of ministries and departments within this structure, as well as control the completeness, accuracy and quality of information on greenhouse gases in accordance with the requirements of the MRV system.
Every 5 years, starting in 2025, Uzbekistan will establish National Commitments (NDCs) to mitigate the effects of climate change under the Paris Agreement.
Within the framework of this system, information on greenhouse gases will be posted on the Green Economy online platform created by the ministry within the specified timeframe.
In addition, the decree defines the following measures:
– Introduction of a national register for reducing greenhouse gas emissions;
– Launch of the online platform of the national transparency framework and coordination of its activities by the “Center for Green Economy Projects” under the Ministry of Economy and Finance;
– Conducting an inventory of greenhouse gases in certain industries, regions and enterprises as a pilot test until 2025;
– Development of a Regulation that regulates the procedures and functions of the MRV system implementation;
– Creation of methodological manuals for calculating greenhouse gas emissions.
