Khujand, Republic of Tajikistan – On November 7, CAREC held a transboundary training in Khujand focusing on the Syr Darya river basin.
The Regional Environmental Centre for Central Asia (CAREC) held this training within the framework of the project “Climate-Responsive and Gender-Sensitive Basin Management” (hereafter referred to as the Project). The Project is part of the Regional Program “Climate-Sensitive Water Resources Management in Central Asia,” implemented by the German Society for International Cooperation (GIZ) on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and co-financed by the Swiss Agency for Development and Cooperation (SDC).
The training brought together specialists from water management organizations in Uzbekistan and Tajikistan, including staff from the Water Delivery Service of District Irrigation System Departments, the Main Canal System Operations Management Agency, the Big Fergana Main Canal Department of Uzbekistan, as well as the Syr Darya Basin Water Resources Management and the Dustlik Canal and Hydraulic Structures Management of Tajikistan. The training is part of a series of cross-border events aimed at strengthening the capacity of basin organizations, scheduled to continue until the end of 2025.
The primary goal of the training was to equip participants with practical knowledge for implementing the concept of Integrated Water Resources Management (IWRM) and familiarize them with tools to improve the efficiency of water use and distribution in agriculture. Special attention during the discussions was given to water allocation and data sharing on water flow in transboundary canals between Tajikistan and Uzbekistan, as well as analyzing the impact of the construction of the Qosh Tepa Canal in Afghanistan on the water availability prospects for the Amu Darya riparian countries. Other pressing issues of mutual interest to both countries were also addressed.
The training also included discussions with participants on the importance of an inclusive approach and the integration of gender perspectives in basin planning. A review of the gender situation within water management organizations, along with discussions of expert recommendations on overcoming barriers for women in the water sector, helped raise participants’ awareness of the significance of gender issues in water resource management. Additionally, participants were introduced to modern web-based GIS services for managing climate risks in basin planning.
The training concluded with a group discussion and the presentation of certificates to the participants.

The project’s goal is to strengthen regional cooperation among countries in the region by providing informational and theoretical support to stakeholders in the implementation of Integrated Water Resources Management (IWRM). As part of the project, 24 gender-sensitive trainings will be conducted at national, transboundary, and regional levels.
