Bukhara, Uzbekistan – On December 5, a transboundary training on capacity building for basin organizations on climate-resilient integrated water resources management in Central Asia was conducted by CAREC in the city of Bukhara.
The Regional Environmental Centre for Central Asia (CAREC) held these training sessions as part of the project “Climate-Responsive and Gender-Sensitive Basin Management” (hereafter referred to as the Project). This initiative is a component of the Regional Program “Climate Sensitive Water Resources Management in Central Asia,” implemented by the German Society for International Cooperation (GIZ) on behalf of the Federal Ministry for Economic Cooperation and Development of Germany (BMZ) and co-financed by the Swiss Agency for Development and Cooperation (SDC).
The training was attended by specialists from water management organizations in Uzbekistan, including representatives of the Zarafshan Basin Irrigation Systems Administration (BISA) and the Water Delivery Service of the Navoi region, as well as staff from Tajikistan’s Zarafshan River Basin Water Resources Management Authority. The training is part of a series of transboundary events aimed at strengthening the capacity of basin organizations, which are planned to be held until the end of 2025.
The main goal of the training was to provide participants with knowledge on the implementation of the concept of Integrated Water Resources Management (IWRM) and to familiarize them with tools to improve the efficiency of water use and water distribution in agriculture. An overview of modern web-GIS services for managing climate risks in basin planning was presented. In addition, the role of an inclusive approach and the consideration of gender aspects in basin planning were discussed. Participants were introduced to the gender situation in water management organizations and studied recommendations for overcoming barriers for women in this field. This contributed to raising awareness of the importance of gender equality in water resource management.
The training sessions concluded with a discussion and the presentation of certificates to the participants.

From 2024 to 2026, CAREC will implement the project “Climate-responsive and gender-sensitive basin management” (hereinafter referred to as the Project). The project’s goal is to strengthen regional cooperation among countries in the region by providing informational and theoretical support to stakeholders in the implementation of Integrated Water Resources Management (IWRM). As part of the project, 24 gender-sensitive trainings will be conducted at national, transboundary, and regional levels.
