“Private forestry should be an important element of our efforts to increase forest areas and adapt to climate change. This sector can become a source of significant investments in the country’s environmental development and resource restoration. However, in Kazakhstan, private forestry faces a number of systemic problems that require your attention and comprehensive measures,” he added.
“Since this year, a mandatory auction for the lease and purchase of land plots has been introduced, which scares off potential investors. I propose to return the possibility of free, non-sale distribution of land for private forestry. The third problem is insufficient incentives for private investors. Kazakhstan does not have a system of subsidies, tax breaks and compensation for ecosystem services, which makes forestry unattractive. I recommend creating a subsidy program that will cover 70% of the costs of planting and maintaining forests, as well as tax breaks, as in the EU and the US,” the senator added.
“I propose to develop a comprehensive roadmap for the development of private forestry. The roadmap provides for the elimination of administrative barriers, the introduction of an incentive system, including subsidies, tax breaks and compensation for ecosystem services. This will help Kazakhstan achieve the goals of increasing the forest area to 14.5 million hectares by 2030, combating climate change and sustainable nature management,” Amangeldy Tolamisov summed up.
