The Director of the Regional Environmental Centre for Central Asia (CAREC) Country Office in the Kyrgyz Republic, Kuban Matraimov, informed about CAREC’s contribution to Central Asian countries in adapting to the impacts of climate change, and the successful consolidation of Central Asian countries at the UNFCCC COP28 during the discussion of the United Nations Cooperation Framework for Sustainable Development in the Kyrgyz Republic for 2023–2027 (the UNSDCF).
The meeting was held at the Ministry of Natural Resources, Environment and Technical Supervision of the Kyrgyz Republic. The UNSDCF is a key strategic document for the planning and implementation of the UN Development System program in the Kyrgyz Republic.
The program was developed based on the results of multilateral consultations and signed by the UN and the Government of the Kyrgyz Republic in June 2022. The UNSDSD is fully aligned with the national development strategies and plans of the Kyrgyz Republic and supports the achievement of the 2030 Agenda and localized Sustainable Development Goals (SDG) targets. The UNSDCF is implemented by the UN Country Team , consisting of 27 UN funds, agencies and programs.
The UNSDSD 2023–2027 for the Kyrgyz Republic has four strategic priority areas:
- Equal access to quality social services (education, healthcare, social protection) and decent work;
- Inclusive green socio-economic development;
- Inclusive approaches to climate change, disaster risk management and environmental protection;
- Just, accountable and inclusive institutions and civil society for peace, cohesion and human rights.
Each priority area is supervised by a joint interdepartmental group chaired by two UN agencies, a representative of the Administration of the President of the Kyrgyz Republic and a representative of the relevant line ministry.
The meeting was attended by representatives of the Administration of the President of the Kyrgyz Republic (Department for Achieving SDGs), the Ministry of Economy and Commerce, the Ministry of Agriculture, the Ministry of Health and the Ministry of Natural Resources, Ecology and Technical Supervision of the Kyrgyz Republic. Agencies and programs of the UN system (UNDP, FAO, WFP, UNEP , etc.), non-governmental organizations and an expert group also participated.
The meeting was moderated by Deputy Minister of Ministry of Natural Resources, Ecology Asel Raimkulova, who spoke about the enormous contribution of the UN environmental agency and program to improving the socio-economic situation of the local population, especially mountainous rural areas, which are more affected by the effects of climate change.
UN Resident Coordinator Antje Grave noted that the United Nations Cooperation Framework for Sustainable Development, adopted in 2022, is an important strategic document in support of the development of the Kyrgyz Republic and for achieving the Sustainable Development Goals. She also emphasized that key non-governmental organizations of Kyrgyzstan have been invited today, since they are mainly implementers and partners of projects of this Framework Program.
The meeting was organized by WFP UN and UNDP in the Kyrgyz Republic within the framework of the Third Direction 3 “Inclusive approaches to combating climate change, disaster risk management and environmental protection”.
