In the spring of 2024, the Regional Environmental Centre for Central Asia (CAREC) was included in the global technical and scientific cooperation support structure to promote and implement the Kunming-Montreal Global Biodiversity Framework.

The Kunming-Montreal Global Biodiversity Framework was adopted at the 15th meeting of the Conference of the Parties to the Convention on Biological Diversity (December 2022).

The structure will consist of a network of regional and/or subregional technical and scientific cooperation support centres, coordinated at the global level by the global coordinating body, to facilitate the implementation of the Kunming-Montreal Global Biodiversity Framework and work on the Convention and its protocols.

To create this structure, a global competition was announced among regional organizations. In Central Asia, CAREC expressed interest and confirmed its potential to implement the following functions:

(a) encouraging and facilitating technical and scientific cooperation and technology transfer, including through joint research programmes and joint ventures;

(b) the establishment of a “single service center” providing access to technical and scientific knowledge, experience, tools and other resources;

(c) provide information on opportunities for technical and scientific cooperation, technology transfer and innovation, including biotechnological research;

(d) mobilizing resources to provide timely and targeted support to projects and activities aimed at meeting specific identified technical and scientific needs;

(e) facilitate contacts between Parties with specific needs and Parties or organizations in a position to provide assistance in response to identified priority needs;

(f) to encourage and support the development, implementation, monitoring and evaluation of international technical and scientific cooperation projects and programmes:

(g) strengthening the capacity of regional, subregional and national institutions to promote technical and scientific cooperation with a focus on science, technology and innovation;

(h) promoting knowledge sharing and organizational learning;

(i) identification, synthesis and dissemination of best practices and lessons learned in the field of technical and scientific cooperation, technology transfer and innovation related to biodiversity, including biotechnological research;

(j) maximizing synergies and cooperation with other technology transfer initiatives and mechanisms;

(k) to carry out other activities related to science, technology and innovation, as may be determined by the Conference of the Parties.

It should be noted that becoming a regional hub for the implementation of the Kunming-Montreal Global Biodiversity Framework in Central Asia will help CAREC to attract and promote various projects for the protection of biodiversity at the regional level.

 

The Kunming-Montreal Global Framework for the Conservation of Biodiversity is a guide to the necessary global actions in the field of nature conservation until 2030.

The goal is to help the international community solve the problem of biodiversity loss, restore the planet’s ecosystems and protect the rights of indigenous peoples. The program presents specific measures that will help stop and even reverse the destruction of nature, including protecting 30 percent of the planet’s territory and 30 percent of degraded ecosystems by 2030. Currently, 17 percent of the land and about eight percent of the marine territories are under protection. The plan also contains proposals to increase financial support to developing countries.
