Dubai – UAE – COP28 CA Pavilion hosted the side event «Climate risk management approach for the resilience of rural communities» on December 8, 2023.
The event gathered experts and practitioners from the Kyrgyz Republic to describe the various facets of climate action and risk management sharing their experience and lessons learnt during the process of design, implementation and replication of the climate risk management.
The Government of the Kyrgyz Republic through the Ministry of Emergency Situations and the Ministry of Natural Resources, Ecology and Technical Supervision of the Kyrgyz Republic is pursuing a targeted policy in the field of climate change adaptation and mitigation and has initiated and launched the shift from the notion and assessment of ‘hazard’ to the risk management approaches.
To this end, substantial legislative, political and practical reforms were initiated in the country to secure improved understanding and assessment of risks (including slow on-set and extreme weather events), modelling and implementation of management approaches both within the strategic planning, budgeting and local level activities and interventions.
The comprehensive approach deployed in the Kyrgyz Republic also includes the introduction of climate risk insurance mechanisms aimed at residual risk management, and integration of the anticipatory action to minimize the detrimental impact on the vulnerable population, thus also partially fulfilling the objectives of a shock-responsive social protection system. This comprehensive approach allows us to collect, collate, downscale and analyse climate and disaster risk-related data and translate those into localized climate and disaster risk profiles.
The profiles, as well as last mile climate services promoted with technical support and assistance of the UN World Food Programme, provide the necessary evidence and rationale for national-level and sub-national-level budgetary allocations into climate-resilient infrastructure (protective and preventive) along with the tailored approaches to the integration and propagation of the set of solid adaptive measures for enhancing the resilience of the rural communities.
On a regional level, UN WFP supports Kyrgyzstan and Tajikistan in the application of an integrated approach to climate risk management and assisting rural communities with adaptation to climate change with the funding support of the Green Climate Fund.
