consultancy Berlin Economics in cooperation with the Economic Research Institute (ERI) and
the National Adaptation Planning project (UNDP)

CONCEPT AND PROGRAM
13-14 February 2025 | Online workshops
The global programme “Policy Advice for
Climate-Resilient Economic Development” (CREDII) aims to develop capacities in the field of
climate change adaptation and economic modelling in Kazakhstan. The initiative
is implemented in cooperation with the Economic Research Institute (ERI) with the support of
international experts from the Institute for the Study of Economic Structures (GWS) and Berlin
Economics. The CRED project (GIZ) proposes to use the climate-resilient economic
model e3.kz to model the macroeconomic impacts of climate risks and adaptation measures
in Kazakhstan. This approach will facilitate policy development and stimulate
climate-resilient economic growth. The e3.kz model can provide valuable insights into
the long-term economic consequences of specific adaptation strategies, including their impact on
key economic indicators such as employment and GDP.
During the webinars, participants will be introduced to the following topics:
• Five high-quality adaptation policy scenarios developed by
CREDII project experts for further quantitative assessment using the e3.kz economic model:
o Construction of multi-purpose reservoirs
o Resource-efficient agriculture
o Improving the energy efficiency of public and residential buildings in Kazakhstan
• Results of the cost-benefit assessment of two selected adaptation measures, providing
stakeholders in the relevant sectors with additional information to
support development planning and adaptation to climate change.
• Options for using the results of assessments and economic modeling (joint
discussion)
Webinar speakers:
– Dana Yermolyonok, Head of the CREDII Program in Kazakhstan, GIZ
– Levan Pavlenishvili, Senior Advisor, Berlin Economics
– Alexander Bely, Ph.D National Consultant on Energy Efficiency, AvantGarde Central Asia
