Since 2018, the Ministry of Ecology and Natural Resources of the Republic of Kazakhstan, in partnership with the National Company “Garysh Sapary”, has been actively working to identify and eliminate unauthorized landfills throughout the country. As a result of joint efforts with law enforcement agencies and akimats, the number of landfills has significantly decreased over the past three years.

Thus, in 2024, environmental inspectors conducted 4,496 visits to identify unauthorized dumps.

To date, 4,896 landfills have been recorded in Kazakhstan, of which 3,887 have been eliminated, which is 81% of the total.

159 officials were held liable for violating environmental standards in the amount of 9.5 million tenge, including 60 deputy akims of districts and cities in the amount of 2.6 million tenge.

As part of the fight against unauthorized dumps, Action Plans have been developed and are being actively implemented, which also include conducting raids together with akimats and police departments. In total, 120 raids have been conducted throughout the republic this year.

In order to increase responsibility for waste management, work is underway to amend the Code of the Republic of Kazakhstan “On Administrative Offenses”, providing for tougher penalties:

▪️ Depending on the category of business entities – from 200 to 1000 MCI. In case of repeated violation – from 750 to 2000 MCI with confiscation of vehicles.

▪️ For individuals – 100 MCI, for repeated offences – 200 MCI.

A meeting was held with local executive bodies where the liquidation level is less than 70% on the need to intensify work in this area. The next meeting on the issue of liquidation of unauthorized dumps and further actions is scheduled for December 2024.

The Ministry of Ecology and Natural Resources continues to actively work to solve the problem of unauthorized landfills, taking comprehensive measures to improve the state of the environment.
