The Ministry of Natural Resources, Ecology and Technical Supervision of the Kyrgyz Republic hosted a meeting on cooperation in planning the participation of the Kyrgyz Republic in the 29th Conference of the Parties to the UNFCCC in Baku Azerbaijan) under support of the Regional Environmental Centre for Central Asia (CAREC) in this process on May 16, 2024.
The meeting was attended by Deputy Minister Asel Raimkulova, Head of the Climate Policy Department of the Ministry Aizada Barieva, Bermet Omorova, the newly appointed head of the international department. CAREC was represented by Kuban Matraimov, director of the CAREC branch in the Kyrgyz Republic and Vladimir Grebnev, regional climate change specialist.
“CAREC is the only organization that has good experience in organizing and conducting events for the participation of Central Asian countries at the Conference of the Parties to the UNFCCC and the Ministry of Natural Resources, Ecology and Technical Supervision of the Kyrgyz Republic is also ready to cooperate closely in the framework of successful participation delegation of the Kyrgyz Republic at COP-29, including the organization of a separate pavilion of the Kyrgyz Republic which will be dedicated to mountain topics,” Asel Raimkulova noted.
In turn, Aizada Barieva noted that the Government of the Kyrgyz Republic began preparations for the participation of the delegation of the Kyrgyz Republic at COP-29, an Interdepartmental Working Group was created (CAREC representatives were also included), the first meeting was held, where the draft Work Plan was considered. This process is under the control of the Government of the Kyrgyz Republic and this meeting is timed to discuss the process of participation of the Kyrgyz Republic at COP-29 by the team of the Ministry of Natural Resources, Ecology and Technical Supervision, led by Minister Melis Turgunbaev, with Deputy Chairman of the Cabinet of Ministers, Edil Baisalov
CAREC provided explanatory and informational support on organizational, logistical and thematic issues of preparing the pavilion at COP29. Vladimir Grebnev stressed the importance of a thematic direction of the pavilion.
“At the first meeting of the IAWG, it was noted that our republic chose the theme “development of mountainous countries”, which is fully consistent with resolution A/RES/77/172 adopted in December 2022 by the UN General Assembly and in which 2023–2027 were proclaimed the “Five Year of Action for development of mountain regions. After this, you will need to work on filling it out and preparing the position and negotiation processes,” said Vladimir Grebnev.
Based on many years of experience in preparing for the Conferences of the Parties, at the end of the meeting, CAREC presented its proposals and additions to the interdepartmental “Plan for the preparation for the participation of the delegation of the Kyrgyz Republic at COP29”.
The meeting participants agreed that it is necessary to strengthen the interaction between CAREC and the Ministry of Economic Development and Trade of the Kyrgyz Republic in preparation for COP-29 and to use the successful experience of CAREC and the capabilities of the ministry as the ODL for the UNFCCC.
