A tripartite memorandum of cooperation and interaction within the framework of the Regional Climate Action Transparency Hub (ReCATH) was signed during the working visit of the Executive Director of the Regional Environmental Centre for Central Asia (CAREC) Zafar Makhmudov to Bishkek, Kyrgyzstan.

The signing ceremony took place at the Ministry of Natural Resources, Ecology and Technical Supervision of the Kyrgyz Republic (MNRETS KR).

The Memorandum was signed by Deputy Minister of Natural Resources, Ecology and Technical Supervision of the Kyrgyz Republic Asel Raimkulova, CAREC Executive Director Zafar Makhmudov, Director of the Center for Climate Finance under the Cabinet of Ministers of the Kyrgyz Republic (CCF KR) Adilet Amantayev.

The Memorandum aims to create conditions for effective interaction, exchange of information, coordinate joint actions, and ensuring consistency and complementarity of their efforts to implement climate transparency activities.

ReCATH, together with the MNRETS KR and the CCF KR, will jointly develop and implement regional and international programs and project proposals in the field of transparency and reporting within the framework of the Paris Agreement, mitigation, adaptation and climate finance.

In addition, the tripartite collaboration includes joint activities on climate reporting and climate action transparency, building sustainable monitoring, reporting and verification (MRV) systems, drawing on ReCATH’s experience and technical expertise.

The Regional Climate Action Transparency Hub for Central Asia (ReCATH) is an implementation of the Initiative for Climate Action Transparency (ICAT), which supports countries in developing their capacity to create and manage a robust transparent framework that will enable them to effectively meet obligations under the Paris Agreement and facilitates the transition of countries to the new reporting under the Enhanced Transparency Framework (ETF).

The ReCATH project is implementing a collaborative approach that brings together five Central Asian states (Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan) and supports technical experts and expert institutions in the region to create sustainable and integrated Measurement, Reporting, and Verification (MER/V) systems.
