President Sadyr Japarov today, November 12, as part of his participation in the 29th Conference of the Parties to the United Nations Framework Convention on Climate Change, spoke at a high-level roundtable on climate finance organized by Pakistan.
In his speech, he stressed that global climate change poses a serious threat to the sustainable development of all countries, and climate finance issues are of particular importance.
The head of state noted that when making a decision on the New Collective Quantitative Goal for Climate Finance at the 29th Conference of the Parties to the UNFCCC, it is necessary to take into account that without adequate funding, many projects will remain only on paper.
He stated that the distribution of international climate finance should be based on the level of emissions and the level of economic development of states. In this regard, the responsibility for supporting vulnerable developing countries should be borne by those countries that bear the greatest responsibility for global emissions.
Sadyr Japarov drew attention to the difficulties of the mechanism for obtaining climate finance, which remains cumbersome and fragmented, making it difficult to effectively allocate resources. He expressed the opinion that the private sector should play a more active role in accumulating climate funds, as it is an important driver of the “green” transition in the economy.
In addition, the President called for the creation of innovative mechanisms and investment instruments to attract financial resources for projects to adapt to and mitigate the effects of climate change. He also supported the idea of the earliest possible launch of a fund for losses and damages, emphasizing the importance of protecting the interests of all states, especially mountainous developing countries.
In conclusion of his speech, Sadyr Japarov emphasized the importance of cooperation to achieve a common goal – curbing global warming for the sake of future generations.
