Khiva, Uzbekistan – The Regional Environmental Centre for Central Asia (CAREC) held a transboundary training on the Amu Darya River basin for water sector specialists from Uzbekistan and Turkmenistan.
On 3 December 2024, CAREC organized this training within the framework of the project “Climate-Responsive and Gender-Sensitive Basin Management” (hereafter referred to as the Project). The Project is part of the Regional Program “Climate-Sensitive Water Resources Management in Central Asia,” implemented by the German Society for International Cooperation (GIZ) on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and co-financed by the Swiss Agency for Development and Cooperation (SDC).
The training was attended by specialists of water management organizations from Uzbekistan and Turkmenistan, including staff of the Left Bank-Amu Darya Basin Irrigation System Administration (BISA), the Amu-Bukhara BISA of the Republic of Uzbekistan, staff of the Dashoguzsuvkhojalyk Association, the Karakumderyasuvkhojalyk Association and the State Water Committee of Turkmenistan. The training is part of a series of transboundary events aimed at strengthening the capacity of basin organizations, which are planned to be held until the end of 2025.
The main objective of the training was to provide participants with knowledge on implementation of the Integrated Water Resources Management (IWRM) concept and to familiarize them with tools for improving water use efficiency and water allocation in agriculture. An overview of modern web GIS services for climate risk management in basin planning was presented. The role of inclusive approach and gender mainstreaming in basin planning was also discussed. The participants were familiarized with the gender situation in water management organizations and studied recommendations to remove barriers for women in this sphere. This raised awareness of the importance of gender equality in water resources management.
The training ended with a discussion and presentation of certificates to the participants.

The project’s goal is to strengthen regional cooperation among countries in the region by providing informational and theoretical support to stakeholders in the implementation of Integrated Water Resources Management (IWRM). As part of the project, 24 gender-sensitive trainings will be conducted at national, transboundary, and regional levels.
