Almaty plans to introduce special environmental requirements in the field of atmospheric air protection. The corresponding draft order, developed by the city’s ecology and environment department, was published on the ” Open NPA ” portal.
The new rules were developed taking into account the geographical features of the city’s location in a foothill basin, climatic and other natural conditions that contribute to the accumulation of pollutants in the ground layer of atmospheric air in dangerous concentrations.

“They contain special environmental requirements and standards that define the legal basis for protecting atmospheric air in Almaty and are aimed at ensuring environmental safety and realizing the rights of citizens to an environment favorable for human life and health and reliable information about its condition,” the statement says.

The document assumes:

Creation of an environmental council and an electronic platform “Clean City”, which will be used for environmental monitoring and control over compliance with special environmental requirements.
Educational institutions will have to install air purifiers and monitor indoor air quality using mobile sensors. Also, secondary, technical and vocational, post-secondary and additional education institutions will not conduct in-person classes during adverse meteorological conditions of the third degree.
Some transport may be bought out for its disposal. The vehicles that are in operation and that arrived at the buyout points under their own power will be subject to buyout.
At Category III facilities (barbecue houses, solid fuel saunas, construction sites) an emission cleaning system will be installed and regular pollution measurements will be carried out.

In this case, it is prohibited to transport all inert materials: soil, garbage, bulk building materials, light containers, leaves, tree fellings without covering them with tarpaulin or other material that prevents pollution of roads, and without using dust suppression systems.

“Also, on the territory of the city, it is prohibited to make fires and any burning in any installations, containers, urns, in an open or closed way of grass, leaves, solid household waste, industrial waste, tires, plastic and polyethylene waste, including hazardous waste,” the document says.

In addition, Almaty wants to ban the launch of civilian pyrotechnic substances and products using them.
The rules also provide for the creation of an ecological zone with a fee for entry. Payment will be collected for the operation of a vehicle in the zone according to video camera data for each calendar day.
The funds received will be used to develop environmental programs, public transport development and administration of the special zone.
The draft rules will be open for public comment until August 20.
