The report was prepared by NIRAS Germany as part of the regional program “Climate Risk Management in Central Asia,” implemented by the German Society for International Cooperation (GIZ) on behalf of the German government. The study provides a detailed analysis of the key climate threats in the transboundary basin, including mudflows, flash floods, drought, and heat waves, as well as their cascading negative impacts on agriculture, water resources, and local ecosystems. In addition to the threat analysis, the report includes practical recommendations and an adaptation plan—from developing early warning systems and coastal protection to soil conservation—aimed at strengthening bilateral cooperation between the countries to jointly ensure the sustainable development of the region.
