Air Quality Management in Central Asia: Summary Report The objective of this report is to advance understanding of the priorities, needs and solutions for improving air quality (AQ) in Central Asia (CA) through local action and regional cooperation. In particular, the report focuses on the key components of integrated air quality management (IAQM): evidence-based analysis to identify the main sources of air pollution in CA, application of modern tools to assess the impact of cost-effective measures to improve AQM, assessment of the institutional structure and management system for AQM in CA and recommendations for its improvement, and approaches to financing AQM improvement. Due to the lack of comprehensive, systematic and verified emission inventories of all PM2.5 precursor substances, a regional emission inventory using the Greenhouse Gas and Air Pollution Interactions and Synergies (GAINS) model is used in the technical assessment. The baseline data for this study have been updated based on the latest energy statistics and relevant national surveys. This report examines emissions and regional transboundary pollution flows between Kazakhstan, the Kyrgyz Republic, Tajikistan, Turkmenistan and Uzbekistan. Then, using atmospheric chemistry and chemical transport calculations from the GAINS model, the resulting PM2.5 concentrations in ambient air across CA are calculated. The contribution to population exposure to PM2.5 is then examined using the GAINS source ranking analysis. The report also presents a source apportionment analysis for important air pollution hotspots in CA: Dushanbe (Tajikistan), Bishkek (Kyrgyz Republic), Tashkent (Uzbekistan), Samarkand (Uzbekistan), Astana and Almaty (Kazakhstan).
