388-21) in agreement with the authorized body in the field of state material reserves, submits proposals to the Government of the Republic of Kazakhstan on the release of material assets from the state reserve for the provision of humanitarian aid;

388-22) in agreement with the authorized bodies in the field of state material reserves and mobilization preparation, makes a decision on the release of material assets from the mobilization reserve by way of borrowing;

388-23) submits proposals to the Government of the Republic of Kazakhstan on the volume and structure of expenses for the formation and storage of material assets of the mobilization reserve;

388-24) makes proposals to the authorized body in the field of state material reserves regarding the nomenclature and storage volumes of material assets of the state reserve and on the release of material assets of the state reserve when the nomenclature changes;

388-25) places orders for the supply of material assets of the mobilization reserve in accordance with the nomenclature and storage volumes of material assets of the state reserve;

388-26) makes a decision on the release of material assets from the mobilization reserve in order to refresh;

388-31) carries out management of the sectoral subsystems of civil protection;

388-32) creates reserves of civil defense property in subordinate organizations and carries out internal control over their storage, renewal and maintenance in readiness for use;

388-33) develops and approves an action plan for the elimination of emergency situations of global and regional scale of the Ministry in agreement with the authorized body in the field of civil defense;

388-34) ensures the creation of reserve (city) and auxiliary command posts of the Ministry;

388-35) fulfills the requirements for the prevention of emergency situations.
