Hydrogen in focus at Second Central Asian Decarbonisation Forum

 

QAZAQ GREEN. On 16 September 2025, Astana hosted the Second Central Asian and European Forum on Decarbonisation Diplomacy, organised by the Hydrogen Diplomacy Office together with Kazakhstan’s Ministry of Energy, the ministry’s press service reported.

The forum brought together representatives of government agencies from Central Asia and the Caucasus, international organisations, the private sector, academia and civil society. This year’s discussions focused on regional cooperation, investment opportunities and hydrogen diplomacy. Kazakhstan’s Deputy Minister of Energy, Bakytzhan Ilyas, delivered the opening address.

“Renewable energy is a priority for Kazakhstan. Dozens of solar and wind projects with the involvement of leading international companies are already underway. These projects not only reduce the carbon footprint but also enhance energy security, create new jobs and diversify the economy. In the future, they will provide the foundation for producing green hydrogen. Hydrogen energy is the next step,” Ilyas said.

The ministry highlighted ongoing work and upcoming plans, including the revision of Kazakhstan’s Hydrogen Energy Development Concept, which is set to serve as a strategic framework for attracting investment and defining priority areas for cooperation with international partners.

Interest in Kazakhstan’s hydrogen sector is growing among international investors and domestic businesses alike. The forum underscored Kazakhstan’s role as a regional hub for hydrogen development, supported by its abundant renewable energy resources, strategic location and sustained engagement from major financial institutions such as the World Bank, EBRD, ADB, UNDP and IRENA.

As part of the event, a cooperation agreement was signed between Kazakhstan’s Ministry of Energy and the Hydrogen Diplomacy Office (GIZ). Delivering the keynote speech, the head of the Office, Dr Manuel Andres, underlined Kazakhstan’s significance in advancing global green hydrogen initiatives.

Participants stressed Kazakhstan’s strong potential in renewable energy and green hydrogen, noting the importance of joint policy development, favourable investment conditions and investment in human capital.
