QAZAQ GREEN. Kazakhstan’s Minister of Energy Yerlan Akkenzhenov held talks with Han Chunlin, Ambassador Extraordinary and Plenipotentiary of the People’s Republic of China to Kazakhstan. The sides reaffirmed the strategic nature of their partnership, emphasizing that the project’s transition to the active phase represents the practical implementation of intergovernmental agreements, the Ministry of Energy reported.

The key outcome of the meeting was the signing of a package of agreements on the construction of a 1 GW wind power plant in the Pavlodar region. The documents were concluded between the Ministry of Energy of Kazakhstan, State Power Investment Corporation, and Pavlodar Green Energy LLP.

Commenting on the agreement, Akkenzhenov highlighted the project’s technological significance.

“The project will attract around $1.2 billion in direct investment into the regional economy. Crucially, the facility will be equipped with energy storage systems, which will help balance natural fluctuations in renewable generation and ensure a stable supply to the country’s Unified Energy System,” the minister said.

Once operational, the Ekibastuz wind farm is expected to generate up to 3.4 billion kWh of electricity annually and cut greenhouse gas emissions by as much as 2 million tonnes of CO₂. The project is set to make a substantial contribution to strengthening Kazakhstan’s energy balance.

The initiative underscores the effectiveness of international cooperation and Kazakhstan’s readiness to deploy advanced solutions in the energy sector.
