Objectives of the Assignment
To lead and implement communication and public relations (PR) components of the regional programme ‘One Health’, ensure the functioning of a unified information exchange system, engage stakeholders and ensure representation in the media through both digital and traditional communication channels.
Scope of Work
The PR / Communications Specialist will be responsible for the following:
1. Strategy & Planning
一 Develop and implement the Regional One Health Communication Strategy.
一 Establish brand identity and ensure visual consistency.
一 Prepare a publication/content calendar aligned with project milestones.
2. Media & Public Relations
一 Implement media outreach across traditional and online outlets.
一 Build and maintain a regional media contact database.
一 Coordinate media participation in events and prepare press kits.
一 Draft/disseminate press releases, articles, interviews, and news.
一 Organize media briefings, press conferences, and ensure coverage.
一 Conduct regular media monitoring and quarterly visibility reports.
3. Digital Communication & Social Media
一 Design/manage social media campaigns and content.
一 Contribute updates to the One Health Information Portal.
一 Use interactive tools (surveys, infographics, Q&A) to engage audiences.
4. Content Production & Contractors
一 Prepare ToRs/briefs for creative providers.
一 Oversee production of visual/promotional content and event branding.
一 Supervise contractors to ensure quality and consistency.
5. Capacity Building & Training
一 Assess partner communication needs.
一 Deliver training on media engagement and public messaging.
一 Support crisis communication preparedness.
6. Monitoring & Evaluation
一 Define KPIs and tracking tools for communication activities.
一 Conduct quarterly assessments and propose improvements.
一 Contribute to donor visibility reports and CAREC knowledge products.
Qualification and experience requirements
⎯ At least 5 years of experience in PR, media relations, or strategic communications for international/regional development programs.
⎯ Strong background in managing social media campaigns, organizing press events, and working with multimedia contractors.
⎯ Previous experience in working with donors such as the World Bank, WHO, or FAO is a strong asset.
University degree in Communications, Public Relations, Journalistic, Marketing, or related field.
⎯ Excellent verbal and written communication skills in English and Russian.
⎯ Strong media writing, storytelling, and content creation abilities.
⎯ Proficiency in design tools (e.g., Canva, Adobe Creative Suite) and media monitoring software.
