Objectives of the Assignment

Provide expert technical support for the implementation of public health activities under the One Health project and contribute to the Regional One Health Coordination Structure (ROHCS) and Technical Working Groups (TWGs), offering expert opinions, recommendations, and documentation related to public health.

Scope of Work

¾    Develop thematic materials and documents, including multisectoral risk assessment methodologies, public health surveillance strategies and risk communication strategies for pandemic prevention, preparedness and response (especially for zoonoses, food-borne diseases and AMR).

¾    Analyse and assess existing public health and emerging threat response systems, capacities and institutional arrangements in relevant health and environment-related ministries and agencies. Identify strengths, gaps and areas for improvement

¾    Participate in the development of the One Health Regional Action Plan and provide expertise related to public health.

¾    Organise and conduct country-level consultations with national public health authorities to gather information, validate results and develop tailored recommendations.

¾    Develop thematic materials and technical documents related to environmental health, including regional methodologies for environmental risk assessment, operational strategies, monitoring frameworks and climate-related health impact assessments to guide and support these systems.

¾    Contribute to the development and implementation of training modules, including through the creation of e-learning content and dissemination of existing guidance on public health threats and responses, in collaboration with technical partners.

¾    Participate in the Regional One Health Coordination Secretariat (ROHCS) and Thematic Working Groups (TWGs), providing technical expertise, inputs on environmental health, transboundary ecosystems and zoonotic risk management, and recommendations based on country-level realities.

¾    Prepare and support the production of technical reports, policy briefs, communication materials and other technical materials summarising the results of assessments, capacity building activities and progress in strengthening environmental health surveillance and monitoring systems, as well as regional coordination of zoonotic disease monitoring, and other public health related issues.

Qualification and experience requirements 

Qualifications

¾    Highly qualified with at least 7 years of experience in public health management, epidemiology and disease surveillance systems.

¾    Strong knowledge of One Health principles, public health risk assessment and global health policy.

¾    Experience in working on cross-sectoral projects (public health, veterinary, environmental) in regional or international projects especially in Central Asia or similar regions.

¾    Experience in developing risk assessments, monitoring systems.

Education

Master’s degree or equivalent in public health, epidemiology, medicine or related field.

Skills and Competencies

¾    Strong analytical skills for interpreting health data and risk assessment.

¾    Excellent communication and stakeholder engagement skills, especially in a cross-sectoral context.

¾    Fluency in English and Russian (oral and written).

¾    Knowledge of regional environmental issues and existing policies in Central Asia and/or similar regions.

¾    Ability to write clear, accessible reports, policy briefs and technical papers on public health, epidemiology, medicine.
