The Eurasian Development Bank (EDB) has brought together Central Asian regulators to coordinate approaches to renewable energy financing.

QAZAQ GREEN.  The Eurasian Development Bank (EDB) Academy held a seminar, “Development of Renewable Energy in Central Asian Countries,” aimed at developing coordinated solutions for the energy transition and balanced development of energy systems. The event, held from October 1 to 3, brought together over 40 participants from six countries in the region, according to the bank’s website.

The seminar served as a cross-sectoral platform, bringing together experts in energy policy, budget planning, and investment. This format allowed for a comprehensive discussion of key areas of sustainable energy development.

Participants examined practical mechanisms for financing and developing renewable energy sources:
auction models in Kazakhstan and PPP instruments in Uzbekistan;
measures to localize equipment production and create regional value chains;
market approaches to demand management and the development of a new energy consumption culture; and
risk mitigation tools—project financing, lending, guarantees, and letters of credit—provided by the Eurasian Development Bank.

“Central Asia has enormous potential in renewable energy. Realizing this potential requires coordinated action and a balanced approach, where different energy sources ensure a sustainable energy balance. The seminar confirmed the willingness of the countries in the region to exchange experiences and expand cooperation. The EDB will support this process,” noted Evgeny Vinokurov, Chief Economist of the EDB.

A separate session presented joint EDB projects in the field of renewable energy: the Bishkek Solar solar power plant, the Kulanak hydroelectric power plant, and the wind farm in the Karaganda region, demonstrating the practical application of the Bank’s approaches to the development of the region’s energy sector.

The EDB Academy is an educational initiative aimed at developing the competencies of the Bank’s government officials and business partners in the areas of project finance, investment instruments, sustainable development, and development banking.

The Eurasian Development Bank is a multilateral institution with over 19 years of experience, implementing 319 projects totaling $19.1 billion. Its key areas of focus include transport infrastructure, digital technologies, green energy, industry, and agriculture. In accordance with its 2022–2026 strategy, the EDB is implementing three megaprojects: the “Water and Energy Complex of Central Asia,” the “Eurasian Transport Framework,” and the “Eurasian Commodity Distribution Network.”
