Uzbekistan to establish a National Energy Efficiency Agency

QAZAQ GREEN. President of Uzbekistan Shavkat Mirziyoyev has signed a decree to enhance state management in energy efficiency and develop the energy service market. According to the Ministry of Justice, the decree outlines the creation of a National Energy Efficiency Agency under the Cabinet of Ministers, UZ Daily reports.

The newly established agency will oversee a unified state policy on energy conservation and implement incentive measures to enhance energy efficiency across various sectors.

Starting July 1, 2025, the agency will introduce subsidies to help cover household expenses related to energy audits of residential buildings and the installation of energy-efficient equipment. Under this program, the government will reimburse up to 20% of the cost of solar panels and solar collectors and up to 40% of the cost of heat pumps. However, the total subsidy amount cannot exceed 50 times the basic calculation value (equivalent to 18.75 million soums).

In addition to financial support, Uzbekistan is set to launch a digital platform for energy efficiency by September 1, 2025, and establish an extra-budgetary fund to promote and support energy-saving initiatives. By October 1, 2025, the government will also introduce “green” standards for manufacturers and importers of energy-efficient technologies.

The announcement follows a March 26 government meeting, during which President Mirziyoyev emphasized the urgent need for industrial enterprises to adopt energy-saving equipment and minimize energy losses. Authorities are now working on a comprehensive system to enforce and monitor compliance in this area.
