Construction of a waste processing plant that will generate electricity has officially begun in Almaty. The capsule-laying ceremony was attended by Darkhan Satybaldy, the mayor of Almaty, and Dai Daoguo, the head of the Chinese company Junxin Environmental Protection. This large-scale project, with an investment of over 130 billion tenge, is designed to dramatically improve the city’s environment using the “waste-to-resource” principle, reports a correspondent for the Kapital.kz business information center, citing the mayor’s office press service.
“Today marks the beginning of a significant environmental project for Almaty and Kazakhstan. The new plant will not only efficiently process solid municipal waste but also generate electricity for the city’s power grid,” said the Almaty Mayor.
Junxin Environmental Protection Chairman Dai Daoguo emphasized that the project is the result of strategic cooperation between Kazakhstan and China in the field of green economy and sustainable development.
“The project we’re launching today will be an example of the implementation of cutting-edge waste recycling and energy generation technologies. It will not only effectively address Almaty’s household waste problem but also transform waste into a source of green energy. We’re effectively implementing the ‘waste into resource’ principle, consistent with the environmental and sustainable approaches of the Green Silk Road initiative,” noted Dai Daoguo.
The plant’s capacity will be approximately 2,000 tons of processed waste per day, generating up to 60 megawatts of electricity. The plant will meet the highest international environmental standards employed in leading cities worldwide, including Singapore, Copenhagen, and Tokyo. It is planned to operate with minimal environmental impact and utilize modern treatment technologies.
As a reminder, in July 2023, Azamat Kozhanov, Deputy Chairman of the Board of KAZAKH INVEST, met with Dai Daoguo, Chairman of the Board of Directors of the Chinese company Hunan Junxin Environmental Protection. The parties discussed the implementation of a comprehensive project to build three waste-to-energy (WtE) plants in Kazakhstan with a total investment of $600 million. In August 2025, Minister of Ecology and Natural Resources Yerlan Nysanbayev signed an investment agreement with Junxin Environmental Protection (Almaty) for the construction of a waste-to-energy plant in Almaty. In May 2026, Prime Minister Olzhas Bektenov discussed the launch of the investment project at a meeting with Dai Daoguo, Chairman of the Board of Directors of Hunan Junxin Environmental Protection Co., Ltd, a leading Chinese environmental company.
