COP31: Central Asian and South Caucasus countries to strengthen cooperation on climate-related human mobility

Climate change is increasingly affecting migration patterns and human mobility across Central Asia and the South Caucasus. Rising temperatures, glacier retreat, water scarcity, desertification and extreme weather events are creating additional challenges for local communities, undermining livelihoods and increasing the risk of forced displacement.

In this context, strengthening regional cooperation is becoming increasingly important to address the underlying drivers of climate-related migration, enhance adaptive capacity and build the resilience of vulnerable communities.

The event will bring together representatives of Central Asian and South Caucasus countries, international organisations and development partners. Participants will discuss current regional challenges related to climate-induced migration and displacement, as well as opportunities to expand international cooperation in this area.

Particular attention will be given to the “Silk Road Declaration on Human Mobility in the Context of Climate Change by States of Central Asia and South Caucasus”. The Declaration is intended to serve as a regional framework for strengthening cooperation on climate-related human mobility, enhancing climate resilience and developing coordinated approaches to addressing the impacts of climate change, while taking national development priorities into account.

The key highlight of the event will be the official signing ceremony of the Silk Road Declaration by the ministers responsible for ecology, environmental protection and climate change of the participating countries.

The event will also feature the presentation of the consolidated final text of the Declaration, reaffirming the participating countries’ commitment to continued regional dialogue and providing an opportunity to discuss how the document aligns with broader international efforts to address climate-related migration.

The adoption of the Declaration is expected to mark an important step towards strengthening regional partnerships, raising awareness of climate-related human mobility and establishing a basis for further joint action in cooperation with international organisations and development partners.
