- Background and Context
The Resilient Landscapes in Central Asia (RESILAND CA+) program, supported by the World Bank, aims to enhance the resilience of regional landscapes and promote cross-border collaboration in ecosystem restoration. While the program encompasses various national projects across Central Asia, the Regional Environmental Centre for Central Asia (CAREC) is executing targeted regional components to ensure knowledge exchange, policy harmonization, and data synchronization across the participating states.
In the CAR, a critical bottleneck in sustainable landscape management is the fragmentation of specialized data. Valuable information regarding forestry, land management, and climate adaptation is often dispersed across isolated institutional silos or remains inaccessible to key decision-makers and practitioners.
- Rationale for the Assignment
To address this fragmentation, CAREC is initiating the procurement of services for the design, development, and population of a specialized Online Database. This digital hub is conceptualized not merely as a technical repository, but as an active institutional tool.
This digital hub is conceptualized as an integral, interconnected module of the broader regional RESILAND portal.
The rationale for this assignment is to create a unified, centralized, and highly structured environment where regional RESILAND data and independently sourced national-level forestry, landscape and environment documents can be consolidated. The system must utilize a strict, domain-specific taxonomy that mirrors the operational realities and regulatory frameworks of the Ultimate Beneficiary.
Strategically, the rollout of this database will be phased. The initial deployment, taxonomy structuring, and data population will focus exclusively on the Republic of Uzbekistan, tailored specifically for the Ultimate Beneficiary of this phase: the Agency for the Development of Forests and Green Zones, Combating Desertification. However, the architectural foundation must be designed with inherent regional scalability, as the system will subsequently be expanded to integrate data streams and institutional contributors from all other participating Central Asian countries.
- Strategic Imperatives and Operational Constraints
Prospective vendors must factor in three critical strategic constraints that dictate the execution of this assignment:
- Regional Scalability from a National Pilot: While the immediate deliverable requires deep localization and independent sourcing of Uzbekistan’s national documents on forestry, environment and landscapes, the underlying database structure, taxonomy, and UI must be capable of seamlessly accommodating future data from Kazakhstan, Kyrgyzstan, Tajikistan, and Turkmenistan without requiring core architectural redesigns.
- Institutional Synergy: The developer must have experience working with government agencies of the Republic of Uzbekistan (preferably environmental protection agencies) to ensure all project stages and stakeholder requirements are met without delay.
- Independent Data Acquisition: The assignment extends beyond software development; it inherently involves deep content structuring. The developer must independently obtain, validate, and upload localized documents on forestry, environment, and landscapes to ensure the database provides immediate operational value upon delivery.
