Kazakhstan to update power line and wind farm design regulations from August

QAZAQ GREEN. President Kassym-Jomart Tokayev has signed the Law of the Republic of Kazakhstan “On Amendments and Additions to Certain Legislative Acts of the Republic of Kazakhstan on Issues of Wildlife, Forestry, Hunting and Entrepreneurship.”

One of the key provisions of the document is the introduction of strict standards for the protection of birds and biodiversity in the implementation of energy projects.

Key changes under the new law:

— Ban on hazardous power lines: Kazakhstan now prohibits the design, construction, reconstruction and modernisation of power transmission lines (PTL) that pose a danger to birds unless they are equipped with special bird protection devices.

— Protection regulations: The criteria for classifying power lines as hazardous and the requirements for protective devices will be determined by the authorised body jointly with the agency overseeing the electricity sector.

— Environmental audit for wind farms: The design of wind power plants (WPP) will now mandatorily include an assessment of their impact on wildlife biodiversity. The procedure for conducting such assessments will also be strictly regulated by the relevant ministry.

These amendments aim to minimise the negative impact of technological progress on the country’s ecosystem. It should be noted that the new standards — in particular, subparagraph 9 of paragraph 6 of the law — will come into force on 20 August 2026.

Experts note that such measures are particularly relevant amid the active development of green energy in regions of Kazakhstan that lie along migratory bird routes.
