More than 8 trillion tenge will be allocated for the development of coal-fired power generation in Kazakhstan.

On the instructions of the Head of State, the Ministry of Energy of the Republic of Kazakhstan is developing a national project for the development of coal generation. 

The draft National Plan for 2030 was presented to the expert community during a roundtable discussion.

According to the data presented, the preliminary cost of the project exceeds 8 trillion tenge . The concept is aimed at a long-term solution to the energy shortage, as well as a comprehensive modernization of the country’s aging generating capacity.

As Energy Minister Erlan Akkenzhenov noted, the national project provides for a comprehensive approach to the development of the industry.

“The national project is focused on the comprehensive development of coal-fired generation. This involves attracting investment, developing fuel and logistics infrastructure, and strengthening human resources. This systemic approach will ensure a multiplier effect for the economy and contribute to the country’s sustainable development,” the minister stated.

The project includes the construction of six large energy facilities , including:

  • Ekibastuz State District Power Plant-3,
  • stations in Kurchatov,
  • Kokshetau,
  • Semey,
  • Ust-Kamenogorsk,
  • Zhezkazgan.
  • In parallel, technical renovation of existing stations is planned , including Ekibastuz GRES-2 and Aksu GRES.

Tender mechanisms for selecting investors are proposed for new projects , while investment agreements with the Ministry of Energy are envisaged for the modernization of existing facilities . According to the ministry, this should ensure transparency in project implementation and a guaranteed return on investment under long-term tariff contracts.

The project places particular emphasis on the implementation of clean coal technologies .

“Our goal is to gradually replace obsolete and outdated capacity with modern, high-efficiency, low-emission power units, while maintaining a balance between environmental requirements and energy security,” Akkenzhenov emphasized.

It was also noted that successful implementation of the plan will require synchronisation with programmes to increase coal production and develop railway infrastructure , including the elimination of logistical bottlenecks.

The social block of the project includes measures to protect personnel , as well as the launch of specialized housing programs in conjunction with JSC Otbasy Bank.

The proposals submitted will form the basis for the final version of the National Project after revision with the participation of all interested parties.
