Senate of Uzbekistan approves new Water Code

The Senate of the Oliy Majlis reviewed and approved the Law “On approval of the Water Code of the Republic of Uzbekistan”.

This document is intended  to systematize legal norms in the field of water relations and ensure the rational use, effective management and protection of the country’s water resources.

According to the upper house, after improving the water management system and introducing water-saving technologies, annual water consumption has decreased from 64 billion cubic meters in the 1990s to 51 billion cubic meters today.

The new Water Code specifies the powers and functions of the Cabinet of Ministers, ministries, departments and local authorities in regulating water relations. The document also provides for the introduction of public-private partnership mechanisms in water resources management, establishes liability for violations of water intake procedures and defines the main areas of international cooperation in this area.

The adoption of the code will help resolve the problems of duplicating powers of government bodies, increase the responsibility of water suppliers and consumers, and ensure the country’s water security.

In addition, the Water Code should create a legal basis for the long-term development of water management, stimulate increased efficiency in the use of water resources, attract investment and technological modernization of the industry. The law is also aimed at implementing the norms of international water law in national legislation, which will strengthen the positive image of Uzbekistan in the international arena.
