n 2027, the Rogun HPP is planned to be brought to new capacity levels.

According to him, the country has gradually overcome its transport and communication isolation, developed a unified transport and energy system, and made industrial development one of the priorities of state policy.
Rahmon highlighted the construction of the Roghun HPP as one of the country’s major achievements during the independence period, noting that the project remains a key priority for Tajikistan’s economic and social development.
In 2016, the course of the Vakhsh River was diverted, creating the foundation for the construction of the world’s highest hydropower dam, which is designed to reach a height of 335 meters. The first units of the Roghun HPP began generating electricity in 2018 and 2019.
The president said that the project is currently at an extremely complex and labor-intensive stage, with construction works continuing at a high pace.
He expressed gratitude to foreign partner companies, engineers, specialists and construction workers involved in the project, praising their contribution and dedication.
“Today, when energy security has become one of the main priorities of every country, the timely completion of the Roghun Hydropower Plant and the full commissioning of its capacity are of vital and strategic importance for Tajikistan,” the president said.
Billions allocated for construction
According to Rahmon, in 2025 the government allocated 8.1 billion somoni from the state budget for construction works at the hydropower plant. In 2026, the planned allocation amounts to 11.4 billion somoni.
During the first seven months of 2026, 8.4 billion somoni from all financing sources were spent on construction and installation works.
Overall, from 2008 to the present, the government has allocated 60.3 billion somoni from the state budget and other sources for construction and restoration works at the Roghun HPP.
“These figures once again confirm that completing the construction of the Roghun Hydropower Plant remains one of the priority directions of the country’s economic and social policy,” Rahmon said.
More than 20,000 workers and engineering specialists are currently involved in the project, while the number of machinery and equipment units has reached 4,000.
Dam construction exceeds 61 percent
During the inspection, it was reported that construction of the main dam is progressing according to schedule.
As of now, dam filling works have reached an elevation of 1,155 meters, with the structure rising 190 meters in height. Since the beginning of construction, more than 49 million cubic meters of material have been placed in the dam body, representing over 61% of the total planned volume.
More than 8 million cubic meters of material have been added to the dam in 2026 alone.
Works on the water intake facilities of the reservoir up to the elevation of 1,140 meters are expected to be completed by early September.
The Roghun HPP management, the project owner’s representatives and contractors have been instructed to take all necessary measures to raise the reservoir water level to 1,140 meters by the beginning of September 2026.
According to the president, accumulating sufficient water reserves will allow the country to increase electricity generation during the autumn-winter period and more effectively meet the energy needs of households and economic sectors.
Focus on safety and international standards
Rahmon stressed that all construction works at the Roghun HPP must strictly comply with quality requirements, use advanced global technologies and meet international standards.
“This is the largest hydropower facility in the country and one of the highest dams in the world. Therefore, its stability, reliability and safety must be ensured in every aspect,” he said.
Since the start of the new construction phase, more than 5,944 modern monitoring and measuring devices have been installed at the site to ensure continuous control over the condition of the structure.
Specialized laboratories equipped with necessary facilities have also been established for the project owner and contractors. These laboratories regularly test the quality of construction materials and raw materials for compliance with international standards.
The quality of construction works, compliance with design documentation and adherence to technical requirements remain under constant supervision of the Committee for Architecture and Construction, the project owner, its representatives and other responsible agencies.
