A New Impetus for Kazakhstan’s Wind Energy Development

The Mangystau Region continues to strengthen its position as one of Kazakhstan’s leading wind energy hubs. A wind farm modernization project, supported by Chevron Direct Investment Fund Ltd. (CDIF), was completed in December 2025 and is already demonstrating improved generation efficiency and power supply reliability in the region.

CDIF’s $19 million investment enabled a large-scale upgrade of the wind power facilities of KT Red Metal Company. Following the modernization, the combined capacity of the Fort-Shevchenko Wind Farm, Service Wind Farm, and Zhangiz Wind Farm reached 58.6 MW, making this complex one of the largest wind power sites in western Kazakhstan.

From the First Turbines to Modern Wind Power
The Fort-Shevchenko Wind Farm began operation in 2018 and became the first major renewable energy facility in the Mangystau Region. Over the years, the plant has confirmed the region’s high potential for clean energy production thanks to its stable wind resources.

To further improve efficiency, a decision was made to undertake a large-scale modernization. Work began in 2024, and the upgraded facility was commissioned in December 2025.

As Artem Epishev, CEO of RMK Limited, notes, the project included a comprehensive infrastructure upgrade and the implementation of modern technological solutions aimed at increasing the productivity and reliability of the wind farms. The upgrade was based on the transition to a new generation of more powerful wind turbines manufactured by SANY, a global leader in wind farm equipment. This enabled more efficient use of the region’s wind potential.

The project also included modernization of the electrical infrastructure, construction of new facilities, and an upgraded substation, creating conditions for more stable and efficient operation of the entire complex.

The initial results confirm the effectiveness of the work.

“During the first six months of operation, electricity generation increased by an average of 45-50%. More precise figures will be available after a full year of operation of the new wind turbines,” notes Artem Epishev. Today, the Fort-Shevchenko, Service, and Zhangiz wind farms operate as part of the unified power grid of western Kazakhstan, providing additional reliability of power supply to the region.

Investments that Create a Long-Term Impact
Financing from the CDIF, an investment fund created by Chevron to support promising enterprises and diversify the Kazakh economy, played a key role in the project’s implementation. These investments accelerated modernization, introduced new technologies, and increased the operational efficiency of renewable energy facilities.

Artem Epishev emphasized the project’s contribution to developing the region’s human resources:

“During construction, 60 jobs were created. The wind turbines, power transformers, and power cells themselves are new technologies for the region. This modernization allows our specialists to study and adopt best international practices.”
Investments in the wind farm modernization are consistent with the CDIF’s long-term approach to developing Kazakhstan’s economy, introducing innovation, and creating new opportunities for businesses and local specialists.

 

Wind as a Strategic Resource for the Region
The Mangystau region has unique natural conditions for wind energy development, and the modernized wind farm marks another step toward strengthening the region’s energy resilience.

The modernization will increase annual electricity generation to 160,000 MWh. At the same time, the project’s environmental impact will also increase, reducing greenhouse gas emissions by approximately 135,000 tons of COâ‚‚ per year.

Today, this project demonstrates how modern technologies, investment, and partnership can promote the development of renewable energy, strengthen regional infrastructure, and shape a more sustainable energy future for Kazakhstan.
