Shallowing Caspian Sea: Millions of Dollars Needed to Restore Ecosystem

Vice Minister of Ecology and Natural Resources Mansur Oshurbayev spoke about plans to study the Caspian Sea at a meeting in the Majilis on April 22, 2025, reports a correspondent for Zakon.kz.

Mansur Oshurbayev noted that in order to combat pollution of the Caspian Sea and preserve its biodiversity, it is planned to implement the project “Restoration of the Caspian Sea ecosystem: building capacity in the field of pollution management and conservation of biological diversity” in three Caspian countries – Azerbaijan, Kazakhstan and Turkmenistan – using grant funds from the Global Environment Facility.

The background information for the meeting states that the project implementation period is 5 years, and the amount of funding for this project is 12 million dollars.

“This project will be implemented by the United Nations Office for Project Services (UNOPS) jointly with the World Bank and UNEP. In order to finalize the coordination of the structural elements of the project in Aktau, consultations with the UNOPS and World Bank mission are planned for the period from April 24-26, 2025,” explained the Vice Minister of Ecology and Natural Resources.

Also, according to him, the issue of UNDP implementing a separate project for the Kazakh part of the Caspian Sea using a grant from the Global Environment Facility is being worked out.

“The project is called “Integrated management of marine and coastal resources of the Kazakh part of the Caspian Sea and adjacent territories”. The amount of funding is 8 million dollars. There is an opportunity to attract funds from the Adaptation Fund to implement the project on adaptation of the Caspian Sea coast (jointly with UN-Habitat). Three online meetings were held. The estimated amount of the project is 10 million dollars. The finalization of the concept of the project application is expected for further approval by interested government agencies, including local akimats,” Mansur Oshurbayev summarized.

Earlier, he reported that in order to launch the Caspian Sea Institute, it is necessary to allocate funds from the government reserve in the amount of 1.8 billion tenge for 2025.
