Tajikistan ratifies $300 million World Bank grant for Roghun HPP

The lower house of the Tajik parliament ratified the Financing Agreement between the Republic of Tajikistan and the International Development Association for the “Rogun Hydropower Plant Sustainable Financing Project – Phase I.” The document was adopted by deputies at a meeting of the lower house yesterday, October 1, according to the chamber’s press service .

The agreement provides for a $300 million grant from the International Development Association (IDA), a World Bank Group entity, to Tajikistan for the implementation of the second phase of the Rogun Hydroelectric Power Plant (HPP) completion project. The World Bank Board of Executive Directors approved the disbursement decision on June 30, 2026 .

The funds are planned to be used to continue construction work, purchase and install electromechanical equipment for power generation, as well as technical support and project management. The funding also covers quality and safety monitoring, environmental and social measures, the resettlement of families affected by the construction, and the restoration of their livelihoods.

In addition, the project envisages strengthening hydrometeorological monitoring and forecasting, which should improve the management of the Rogun reservoir and reduce flood risks for downstream areas.

The total volume of WB grants is $650 million.

The second phase continues the World Bank’s multi-phase program to finance the completion of the Rogun hydroelectric power station.

During the first phase, the International Development Association allocated $350 million in grant funding to Tajikistan. With the second $300 million grant, the total funding for the Rogun HPP from IDA reached $650 million.

The project is being implemented with the participation of a group of international partners, coordinated by the World Bank at the request of the government of Tajikistan. This group includes the Asian Development Bank, the Asian Infrastructure Investment Bank, the European Investment Bank, the Islamic Development Bank, the Saudi Fund for Development, the Kuwait Fund, the OPEC Fund, the Qatar Fund for Development, the Abu Dhabi Fund, and other financial institutions.

According to the World Bank, once the Rogun hydroelectric power plant reaches full capacity, it will be able to generate approximately 14.4 billion kWh of electricity annually. This represents approximately 60% of Tajikistan’s current electricity production. The project should also expand electricity export opportunities to Central Asian countries, including Kazakhstan and Uzbekistan.

Specifically, in December 2024, the Asian Infrastructure Investment Bank (AIIB) signed a $270 million agreement with Tajikistan to implement the first phase of the Rogun Hydroelectric Power Plant (HPP) development program. The total funding provided by the bank is expected to be up to $500 million.

The Islamic Development Bank has approved $150 million for the construction of the Rogun Hydroelectric Power Plant. The decision to allocate the funds was made by the bank’s Board of Directors in April 2024.

The Saudi Fund for Development is providing $100 million for the completion of the station. The loan is issued at a preferential rate of 1.5% per annum for a term of 30 years with an eight-year grace period.

The OPEC Fund for International Development has allocated $100 million in financing for the Rogun Hydroelectric Power Plant. The first tranche of $25 million was issued in October 2024.

How much will it take to complete Rogun?

In 2026, 11.4 billion somoni are allocated for the construction of the Rogun Hydroelectric Power Plant. According to data announced by President Emomali Rahmon in August, 8.4 billion somoni have already been allocated for construction and installation work from all funding sources in the first seven months of the year. By comparison, 8.1 billion somoni were allocated from the national budget for the plant’s construction in 2025.
