Tajikistan, Uzbekistan and Kazakhstan have agreed on a joint regime for the operation of the Bakhri Tochik reservoir for the summer of 2025, formalizing the agreements in a trilateral protocol.
On May 30, a trilateral meeting of representatives of Tajikistan, Uzbekistan and Kazakhstan was held in Dushanbe on the sidelines of the International High-Level Conference on Glacier Conservation. The talks were attended by the Minister of Energy and Water Resources of the Republic of Tajikistan Daler Juma, the Minister of Water Resources of the Republic of Uzbekistan Shavkat Khamroyev and the Minister of Water Resources and Irrigation of the Republic of Kazakhstan Nurzhan Nurzhigitov.
According to the press service of the Ministry of Energy and Water Resources of Tajikistan, the parties discussed current issues of trilateral cooperation in the field of water resources management, including the sustainable use of reservoirs and the operating mode of large hydraulic structures. Particular attention was paid to coordinating efforts to effectively and fairly distribute water resources in the region in the context of climate change.
Following the negotiations, a trilateral protocol was signed between Tajikistan, Uzbekistan and Kazakhstan on the coordination of the operating mode of the Tajik Sea reservoir (Bahri Tojik) for the summer period – from June to August 2025.
The document provides for the joint exploitation of the water body, taking into account the interests of all parties and is aimed at ensuring water security and rational use of resources in the region.
According to the report “Analysis of the water management situation in the Syr Darya and Amu Darya river basins for the non-vegetation period of 2024-2025” , in the period from October 2024 to March 2025, the water inflow to the Bakhri Tojik reservoir was 12.32 km³. This is 1.04 km³ higher than the schedule approved by the Syr Darya Basin Water Association.
The water discharge from the reservoir also turned out to be higher than predicted – 11.13 km³, which is 1.23 km³ more than planned. As a result, by the end of the non-vegetation period, the volume of water in the reservoir reached 3.5 km³.
According to the forecast, the total water inflow into the Syr Darya basin during the vegetation period of 2025 is expected to be at the level of 25.77 km³ – this is 87% of the norm (the standard indicator is 29.49 km³).
Based on the Protocol of the 89th meeting of the Interstate Coordination Water Management Commission, held on April 5, 2025, the water withdrawal limit for Kazakhstan (via the Dustlik Canal) was 909 million m³, for Kyrgyzstan – 270 million m³, for Tajikistan – 1905 million m³, and for Uzbekistan – 8800 million m³.
