The President signed the Water Code of Kazakhstan. What’s new in it?

Earlier, the Majilis deputies agreed with the Senate’s proposed version of certain articles of the Water Code, Kazinform reports with reference to Akorda.

The first block of the Code’s innovations is aimed at introducing new mechanisms for water conservation and protection of water bodies. For the first time, the concept of “water security” has been introduced into legislation. It covers the protection of citizens and the economy from water shortages and pollution of water bodies, as well as the protection of the interests of the Republic of Kazakhstan in the field of protection and use of transboundary water bodies.

The second block revises approaches to water resources management with an emphasis on the priority of their protection, broad public involvement in decision-making and the importance of management based on water management basins.

The third block of innovations provides for measures to prevent and eliminate the harmful effects of water, including flood control measures.

The fourth block of innovations tightens state regulation and control in the field of use and protection of water resources. Basin water inspectorates, in addition to the function of state control, are also empowered to exercise state supervision with the use of rapid response measures.

The fifth block is aimed at ensuring the safety of hydraulic structures.

Let us recall that the Water Code and the accompanying law were adopted on March 5 by the Majilis and sent to the Senate for consideration. On March 20, the Senate reviewed them and  returned them to the Majilis.
