Minister of Water Resources and Irrigation Nurzhan Nurzhigitov held a meeting to discuss the results of the Water Resources Information and Analysis Center (IAC)’s work for 2025, Kazinform reports.

Last year, the Center carried out a series of work on several major projects. These included the development of a National Water Resources Information System, comprehensive measures to preserve Lake Balkhash, the implementation of advanced short- and long-term hydrological modeling models, the development of a billing system for concluding electronic contracts for irrigation water supply, measures to foster a culture of water conservation in society, a joint study of transboundary basins with China, and the development of analytical and methodological materials on water resources.
To date, approximately 80% of the planned work to improve the National Water Resources Information System has been completed, eight key modules have been launched, and 11 integrations with state databases have been configured. Full completion of the work and the system’s commercial implementation are planned for the second half of this year.
To develop the Lake Balkhash Master Plan, extensive work was undertaken to collect, systematize, and analyze initial data for the period from 1980 to 2025. This year, the project enters the practical phase: data verification, field trips, seminars, and data set updating.
Work to adapt advanced hydrological modeling technologies is being carried out by IAC specialists with the support of the United Nations Development Programme in Kazakhstan. Full hydrological modeling of water bodies in Kazakhstan will be completed by the end of 2027.
To ensure transparent and fair distribution of irrigation water, a new billing system is being piloted. It digitizes the processes of submitting applications, concluding contracts, and settling payments for water supply services between water consumers and the Kazvodkhoz State Enterprise. Working groups, including specialists from the Information and Analytical Center, are currently conducting outreach and organizational work in the southern regions of Kazakhstan.
In 2025, the IAC signed agreements and memorandums with the United Nations Development Programme, the French Development Agency, the German Society for International Cooperation, the engineering and consulting company POWERCHINA ZHONGNAN, the Eurasian Development Bank, UNICEF, Eurasian Group LLP, the Kazakhstan Water Association, and other organizations.
Last December, the Center’s Board of Directors approved plans for 2026. These include the development of eight basin plans, the creation of a water use forecasting system, the definition of water protection zone and strip boundaries, the calculation of environmental water flow, the digitalization of the water cadastre, a study of Central Asian water basins, and the commercialization of the National Water Resources Information System.
“The Information and Analytical Center faces a number of important tasks in fulfilling the Head of State’s instructions on digitalizing the water sector, fostering a culture of water conservation, and creating a unified system consolidating surface and groundwater data. The Center’s first year has laid the foundation for the effective implementation of these initiatives. This year, we must focus on the timely completion of all ongoing work, including implementing best international practices,” emphasized Minister of Water Resources and Irrigation Nurzhan Nurzhigitov.
