Parliament of Kazakhstan adopted the new Water Code

At the plenary session of the chamber on March 26, 2025, the deputies of the Majilis agreed with the amendments made by senators to the draft Water Code. Thus, the document is considered adopted as a whole by the Parliament and is sent to the president for signature, reports a correspondent of Zakon.kz.

Deputy Pavel Kazantsev recalled that the Water Code was developed in accordance with the instructions of the head of state given at an expanded government meeting on February 8, 2022, in order to improve water legislation taking into account climate change and the policies of neighboring states.

“The norms of the Water Code are aimed at regulating relations in the area of ​​protection and use of water resources, including ensuring the safety of water management and hydraulic structures through the prism of the priority of protecting water resources over their use and the introduction of the principle of water conservation in all sectors of the economy in light of the predicted future water shortage,” the Majilis member noted.

At the same time, according to him, the changes and additions made by the Senate of Parliament are of an editorial and clarifying nature and do not change the legal content of the norms and conceptual provisions of the Code.

The deputies also agreed with the amendments made by senators to the accompanying Law “On Amendments and Supplements to Certain Legislative Acts on the Protection and Use of Water Resources.”

The law provides for amendments and additions to the Civil, Land, Forestry, Entrepreneurial and Environmental Codes, as well as to 13 laws regulating various aspects of public relations.

“The Senate of the Parliament has made one change of an editorial and clarifying nature, which does not change the legal content of the norm and the conceptual provisions of the Law. Taking into account the above, the Committee on Agrarian Issues proposes to agree with the wording of a separate article of the Law of the Republic of Kazakhstan “On Amendments and Supplements to Certain Legislative Acts on the Protection and Use of Water Resources” proposed by the Senate of the Parliament of the Republic of Kazakhstan,” Pavel Kazantsev read.

It was previously reported that the new Water Code lays down five basic principles. Including strengthening the role of water as an integral part of the environment, the basis of life for the population and economic development.
