Several agreements signed with development partners on financing the construction of the Rogun Hydroelectric Power Plant have entered into force, Tajikistan’s Minister of Energy and Water Resources, Daler Juma, announced today, January 29, at a press conference in Dushanbe.

“In order to activate the financing agreements for this project, signed in 2024-2025, it was necessary to fulfill a number of conditions, which took a certain amount of time,” he said.

The Minister noted that some agreements came into force in December last year, and funding for the project is now beginning.

“This allows us to accelerate the project’s implementation in 2026 in order to commission the third unit on schedule,” he said.

It should be noted that this unit was initially scheduled to begin operating in September 2025, according to the approved plan, but the launch was later postponed to September 2027.

According to the minister, the project is currently fully financed by internal financial resources.

Earlier, the republic’s leadership reported that agreements worth more than $2 billion had been signed with development partners to complete the construction of Rogun ,  including grants from the World Bank ($650 million), loans from the Asian Infrastructure Investment Bank ($500 million), the Islamic Development Bank and Arab funds ($450 million), and a grant from the Qatar Fund for Development ($50 million).

Negotiations are underway for another $1.7 billion.

It was noted that over 48.1 billion somoni  from the state budget and other sources  have been spent on financing the Rogun project from 2008 to the present  .

$6.4 billion will be required to fully complete the station’s construction.

Meanwhile, the country’s 2026 state budget allocates approximately 15 billion somoni (over $1.6 billion) to finance the fuel and energy sector. Most of these funds are earmarked for the completion of the Rogun hydroelectric power station.

The lower house of the Tajik parliament recently adopted a bill “On the use of the reserve fund of the National Bank of Tajikistan ,” which is aimed at financing the construction of the Rogun hydroelectric power station. 

The document provides for the use of funds from the NBT reserve fund through the state budget to finance the construction of a strategically important facility.

It is expected that the remaining funds of the NBT reserve fund in the amount of 916 million somoni (approximately $100 million), formed based on the results of financial activities for 2024, will be transferred.

According to the Ministry of Energy, construction work on the site is nearly 60% complete. The station’s dam has reached 1,116 meters above sea level, and its height is 151 meters.

As of December 31, 2025, the two temporary units of the Rogun HPP have generated 9.9 billion kilowatt-hours of electricity since their commissioning.

About the Rogun Hydroelectric Power Station

The Rogun Hydroelectric Power Plant, with an installed capacity of 3,780 MW, will be the largest hydroelectric power plant in Central Asia. Once fully operational, its annual electricity generation is expected to exceed 14.5 billion kWh.

The station’s turbine hall will house six units, each with a capacity of 630 MW. The final unit is expected to be commissioned in 2029.

Currently, two units of the Rogun HPP, which were commissioned in 2018 and 2019, are operating at low capacity.
